<br />Motion by Chair Elvig, to recommend to the Council that the road be closed at 142nd and Argon <br />for a period of one year, and in the meantime, staff prepare a new plan for Dysprosium that takes <br />a look at the conditions and restrictions required in the neighborhood to make it a safer area in <br />the hopes that 142nd could be reopened, also to have staff review and recommend some speed <br />slowing methods or devices within the neighborhood and potential parking considerations within <br />the neighborhood as well as possible sidewalk installation. <br /> <br />Motion died for a lack of a second. <br /> <br />CounCilmember Dehen asked if he was proposing no through street traffic signs on Dysprosium. <br /> <br />Chair Elvig stated that would be part of the plan. <br /> <br />Motion by Chair Elvig, seconded by Councilmember Dehen, to recommend to the Council that <br />the road be closed at 142nd and Argon for a period of one year, and in the meantime, staff prepare <br />a new plan for Dysprosium that takes a look at the conditions and restrictions required in the <br />neighborhood to make it a safer area in the hopes that 142nd could be reopened, also to have staff <br />review and recommend some speed slowing methods or devices within the neighborhood and <br />potential parking considerations within the neighborhood as well as possible sidewalk <br />installation. <br /> <br />Further discussion: Public Works Director Olson stated that a plan could be prepared in a year <br />and asked if they could have direction to bring back a plan for the neighborhood, review it in one <br />year and allow two years for a Dysprosium plan. Chair Elvig stated that his concern is that this <br />would get dragged out and Dysprosium was delayed until 2010. He stated that he will let the <br />motion stand and see what the whole Council has to say about the issue. Public Works Director <br />Olson asked for a specific time for the closure so there can be advanced warning this time. He <br />suggested closing on March 17, 2009. Councilmember Dehen stated that this is a <br />recommendation to the Council and they still have the ability to overrule this. <br /> <br />Motion carried: Voting Yes: Chair Elvig and Councilmember Dehen. Voting No: <br />Councilmember McGlone. <br /> <br />Chair Elvig recessed the meeting at 7:58 p.m. reconvened at 8:04 p.m. <br /> <br />Case #2: <br /> <br />Update on IP 08-33 Ute Street Bituminous Paving Improvements <br /> <br />City Engineer Jankowski stated that the City received a petition from the neighborhood last <br />summer for the paving of Ute Street. He noted that there was an informational meeting with the <br />neighbors and the feasibility study was brought to the Public Works Committee and they were <br />given the direction to further research right of way issues. He stated that staff determined a line <br />between east and west side and marked it and then had another neighborhood meeting on <br />January 24,2009. He stated that after that meeting staff came away with the idea that because of <br />the tightness of the houses to the street that perhaps the original feasibility study was not <br />realistic. He stated that they put together an alternate proposal. He reviewed their new proposal <br />includes the creation of a 50 right-of-way rather than our usual 60 or 66 foot right-of-way.
