Voting Yes: Chair Elvig and Councilmembers McGlone and Dehen.
Voting No: None.

Utilities Supervisor Nelson asked if Saturday visits should be added.

Chair Elvig stated that he thinks that point is key.

Utilities Supervisor Nelson confirmed that three letters will be sent, three door hangers left, a
Saturday visit performed and then a certified letter stating the fee that will be charged.

Case #5:

Update on TH 10 Median Opening at County License Center

City Engineer Jankowski stated that this is an update on the Highway 10 median opening in front
of the County License office. He stated that the general consensus of the Public Works
Committee was a concern about MnDot's response of possibly shutting down the opening
without considering alternatives. He reviewed some of the options that staff considered.

Councilmember McGlone stated that it appears that there isn't good alignment in this area and
asked what the State would say about moving the alignment.

City Engineer Jankowski stated that the City is essentially afraid to ask and bring it to their
attention because they may just say, well, let's just close it down and not consider other options.

Chair Elvig stated that if the City goes to MnDot, they will say shut it down, so the City needs to
come up with alternatives and go with hat in hand and say it would like to do this.

Councilmember McGlone suggested leaving the MnDot portion alone and move the License
Bureau further west and restrict the traffic leaving the license bureau to right turn only.

Chair Elvig stated that by necking it down and having a combination of things, alignment with
Lano and the right out, he feels is a good idea.

Councilmember Dehen stated that he doesn't see anything wrong with people coming out of
Lano, but the problem is trying to cross the median.

Chair Elvig stated that the median also has a very sharp curve.

Public Works Director Olson stated that perhaps the City can talk to Lano and approach the State
with a plan that the City thinks will help the situation.

Assistant City Engineer Himmer expressed concern about making the access different for Lano
and the License Bureau.

Public Works Committee / February 17,2009
Page 17 of19
