for this project. Installation of the new, full color, 24 square foot sign will be complete by April
10th, 2009. The monument signage on Sunfish Lake & Highway 10 will be completed in late
April or Early May.

Dan Hebert, from the Gaughan Companies, gave an update on status of the Sunfish Lake
Boulevard and Highway 10 project. Mr. Hebert stated that there have been processes and
negotiations with the City and Landowners that have delayed the projected timeline of the
project. . A Monument sign will be installed along Highway 10 once the frost is out of the
ground. They still need to have authorization from Sunfish Express to construct the sign along
Sunfish Lake Boulevard. Member Elvig inquired if the signage has been helpful. Mr. Hebert
stated he did not hear if it was helpful or not.

Member Elvig inquired if a traffic count had been done (before, during and after). Economic
Development Coordinator Sullivan stated this is engineering project and engineering had said
that it would be done previously.

Chairperson Riley stated when they met with Mr. Hebert a year ago the concern was that the
timing was very important. They were on a short time frame to get signs into the ground before
construction started, now construction is finished. Chairperson Riley stated he was disappointed
that it did not get done sooner. Member LeTourneau stated that the original discussion was based
on the fact that we were trying to assist through the construction process. This did not happen.
Economic Development Coordinator Sullivan added that there is additional construction that will
be on going.

Mr. Hebert advised that once this package gets up and running they are committed to do the
policing of the black signs that were identified during the action taken early this year to
contribute to the sign package.

Chairperson Riley wanted to know if there was any part of the City process that slowed this
project down. Mr. Hebert explained that staff required an updated survey and that slowed the
process. It was decided that an easement agreement would eliminate the need for an on-site
survey. Mr. Hebert noted that it takes 8 weeks to order the signs which also delayed the project.

Economic Development Coordinator Sullivan commented that funds will be withheld until the
project was completed. Everything will be complete except for the signs for Sunfish Express as
of early May. Economic Development Coordinator Sullivan requested to have some of the funds
released relating to what signs had been constructed to date. This would include directional
signage, the color display and the constructed monument signs. Sullivan stated he would not like
to fully release the allocated funds until the project was complete. Chairperson Riley stated
agreed that it should not be the entire amount but a smaller proportionate amount that would be
released.

Member Elvig added a comment that extra signage is an issue, this is the gateway to Ramsey and
we need to have a good sign there.

Economic Development Authority/April 9,2009
Page 3 of7
