He noted that staff is recommending that
the Council deny this extension. He also noted that the applicant is present to answer questions.

Councilmember Dehen stated that he doesn't think the City has ever denied an extension and
asked about this recommendation from staff.

Associate Planner Gladhill stated that much of staffs reason hinges on how the City is guiding
the land use in this area after the Comprehensive Plan update.

Councilmember Look asked if this project was considered in drafting the Comprehensive Plan.
He stated that he thinks this is a nice project and would like to see it go forward. He stated that
he doesn't think it would be a detriment to the City to give them some more time to try to get this
project off the ground.

Councilmember Wise stated that this property is for sale.

Greg Schlenk, Mahtomedi, MN, representing Summerset Meadows, confirmed that they are
trying to sell the property and noted that if there is a preliminary plat in place it does increase the
value of the property.

Councilmember Elvig stated that his concern is what happens to land values if this extension is
denied.

Councilmember Look stated that he agreed and feels the City should try to stabilize projects that
are on the books already.

Community Development Director Miller stated a concern for staff is that this property is being
marketed for industrial use, not residential usage. She stated that there is also an Armstrong
Boulevard overpass in the vicinity and with the preliminary plat in place and the project in flux,
they cannot adequately design for this interchange without a final plat for this location.

City Council!
