<br />Consensus of the Council was that there is definite interest in redesigning the City's <br />website. <br /> <br />4) Bury & Carlson, Inc. Lease <br /> <br />City Attorney Goodrich stated that the City purchased the Bury & Carlson Addition for a <br />future public works campus in 2008 and the City entered into a lease back agreement, <br />which has a potential term of 10 years with options for the City to terminate early as to <br />half the subject property at no cost and an option to terminate the entire lease back with a <br />buyout. He talked about the rent requirements, utility payments, etc. The property incurs <br />a quarterly storm drainage utility fee of $2,500/quarter. Up until the second quarter of <br />2008, the storm drainage utility fee was billed by Connexus and collected by Connexus <br />with the electric utility bill. When the City changed utility billing services in 2008, <br />everyone began receiving a separate bill from Connexus for electricity and a separate <br />storm water utility bill. Subsequently, Bury & Carlson determined that it was not <br />responsible for the storm water utility - that it should be the City's responsibility instead. <br />This is the issue and it relates specifically to landlord/tenant law and the lease <br />interpretation. In addition, Bury & Carlson is claiming that even when it owned the <br />property it should not have been required to pay the storm water utility bill and they may <br />bring suit to collect the amounts they have previously paid. He stated that the matter has <br />potential for litigation and he would like to do a closed attorney/client meeting with the <br />Council as there are significant issues and it would be beneficial to discuss this in more <br />detail. He wanted to discuss legal strategies. <br /> <br />Consensus of the Council was to schedule the closed meeting with the City Attorney to <br />discuss the Bury and Carlson Lease. <br /> <br />MAYOR/COUNCIL & STAFF INPUT <br /> <br />1. Hope/Arend's House <br /> <br />City Administrator Ulrich stated that the StarTribune has been calling about the Arend's <br />house, aka Hope House, and they will probably be running a story on it on Friday. He <br />informed Council that a complaint has been filed with the Attorney General's Office. <br /> <br />2. RTC Planning Session <br /> <br />City Administrator Ulrich stated that we have had discussions how to develop a new plan <br />for the Ramsey Town Center. We are looking at June 16 for a planning session to start for <br />the land uses for RTC and we will invite the EDA and the Planning Commission. The <br />plan is to break up in small groups and then come back and talk in the large group. <br /> <br />3.
