Councilmember Dehen asked how many in just the paving breakdown.

Ms. Miller stated staff did not separate them. They had some paving or maybe some
curbing but not a breakdown of each.

Councilmember Dehen mentioned SON Watersports. They have a nice front - in back,
they have some storage - he stated that he is not so worried about the back of property if
the front is nice.

Associate Planner Gladhill stated that SON has stated that these are all for sale so he
could have it all in the front - It's not considered outside storage.

Councilmember Dehen stated that SON has also said that he would pave this if it were
enforced for everyone.

Councilmember Look stated that SON has indicated it would be a hardship because of the
large lot. We are sending a different message than the Lower Rum River, which is
concern about water run-off. We are saying you are making more run-off by paving the
back. If he is storing boats in the back, they are not even visible - that's not detracting
from the Highway #10 Corridor. He mentioned Plants N' Things and the littering of
things for sale - that's noticeable. If you are worried about cleaning up a corridor - and
concerned/worried about the back - it's inappropriate timing right now with the economy
the way it is. He suggested Council could differentiate the front and back lots.

Councilmember Jeffrey expressed agreement. He felt cleaning up the corridor is
important but it's hard to put someone out of business by making them pave their entire
lot. He felt we have to be realistic. He is not opposed to enforcing it but we need to be
cautious.

Councilmember Dehen stated that in that regard, you would not have a business that will .
not say that paving will put them over the edge. By upgrading the standards, you may
attract better businesses. You need to be sure you are giving protection to people who
want a nice corridor. The semi trailers parked out on Highway #10 are the worst. He
stated he would like to see the paving done - and not worry about the curbing.

Ms. Miller reported that ICO was contacted and the semitrailers will be out of here on
Friday.

Councilmember Wise stated he does not feel that paving makes or breaks the looks of a
place - it's the junk that makes it look bad. He commented on all the out-of-business
buildings Ramsey has. He felt this is a bad time economically for businesses. With
regard to outside storage - that's where common sense has to come in - storage behind is
not such a bad thing - curb appeal is important.

City Council Work Session - June 2, 2009
