Councilmember Elvig felt that would be worthwhile to talk about again. They are telling
me they can't have a program without funding. They cannot count on fees so they would
like to know more about the community school funding.

Councilmember McGlone wondered why we were funding so much of a person's salary,
like 75%.

Assistant City Administrator Nelson stated that she met with the School District. They
provide a minimal level of community school classes each city can buy up to additional
programming. All the programming was at Ramsey Elementary School, so we as a
community chose to buy up the programming. If we do not help fund, they would still
offer the ITlinimal programs; other communities have gone with the minimal.

Councilmember Jeffrey stated that this program keeps it in the community and wondered
if there was a way to fund community school through the charitable gambling revenue.

Finance Officer Lund stated that Council would have to change the policy for that to be
allowed.

Councilmember Wise pointed out that we are trying to balance a budget, which means
something has to go.

Councilmember Dehen stated that as the economy tightens up, maybe a family might go
to the EMT program or something like that. He stated he does not like to cut educational
components out.

Councilmember McGlone stated that it was said that we could go down to what the
Anoka Hennepin School District normally' offers for community education. He asked if
there would be someone to run the program.

Ms. Nelson stated that would reduce it to about 10 percent of what they currently offer
and it would be run from the district.

Councilmember McGlone inquired if we could enhance the programming to another
$10,000 and bring it up some or is it all or nothing.

City Administrator Ulrich stated that they are open to reduced hours. We could ask what
specifically they could offer for that amount.

Mayor Ramsey wondered why the PTO couldn't take care of certain things - they could
have some subcommittee to volunteer.

Councilmember Dehen stated the problem he sees is that we do not have any type of
coordinator that can bring together all these groups. It would take a lot of time to get it
organized.

City Council Work Session - May 5, 2009
