<br />5) 2010 General Fund Budget <br /> <br />Finance Officer Lund presented the staff report and stated that we are in the process of . <br />the 20 I 0 budget planning. She asked Council if they want to see the original 20 I 0 <br />budget in its entirety and then with possible cuts to keep the same tax rate. <br /> <br />Councilmember Jeffrey stated he would like to see where we are and then how it would <br />be changed with the cuts. <br /> <br />Councilmember Look stated that we have done a substantial amount of preplanning. He <br />agreed with how Councilmember Jeffrey said to do it as that would be like a refresher <br />course. <br /> <br />Mayor Ramsey felt that there is some value in seeing a little bit of detail in each <br />department - and he would like to look at membership associations, etc. <br /> <br />Councilmember Dehen expressed concern about the amount of work it would be to <br />present a detailed budget. <br /> <br />City Administrator Ulrich stated that staff does a detailed budget and Council could get <br />that and staff would work on the assumption Council would want a zero tax rate increase <br />- then we could show you where we thought cuts could be to keep the tax rate where it is. <br /> <br />Councilmember Dehen inquired if Council would have a list of staff priorities. <br /> <br />Mr. Ulrich responded that Council would get staff's recommendation and if Council sees <br />something cut that they feel is a priority, staff will find a way to put that back in the <br />budget. <br /> <br />Mayor Ramsey stated he is most concerned about organizations we belong to. <br /> <br />Mr. Ulrich assured the Council they will see all the detail. <br /> <br />It was decided Council would receive the budget via computer. Ms. Lund informed them <br />that the County numbers will not be available to us until June or July. <br /> <br />6) Community Programs Budget Discussion <br /> <br />Assistant City Administrator Nelson stated that staff and Council have discussed <br />community programs and organizations, membership and events. One of the issues we <br />identified was joint powers agreements. We would need to provide termination notices. <br />The 2010 column shows what we are suggesting funding based on previous discussion. <br />She inquired how Council would like staff to establish priorities. <br /> <br />Councilmember Dehen expressed concern about community school funding - why did <br />we fund so much and then propose zero. <br /> <br />.
