<br />Council would like to allow these structures and for what period of time - temporary <br />versus permanent. <br /> <br />Councilmember Wise felt that if the structure were properly maintained he would be in <br />favor of allowing them. He pointed out that the way the Code is currently, we do not <br />allow enough storage buildings. He suggested there be a lot requirement - such as not <br />allowed on a quarter acre lot. <br /> <br />Councilmember Dehen stated he is not in favor of them at all. The only way he would <br />consider it is if it were a commercial setting and on a temporary basis. The structures are <br />junk - a hazard - and he did not want this type of cheap structure in the City. We will <br />allow a conditional use permit to give people more storage space. <br /> <br />Mr. Gladhill stated that there are limits on the size of the accessory structures. <br /> <br />Councilmember Wise stated that people do have toys and they need a place to store them. <br />Maybe it would be better to change the Code to allow bigger storage structures and to <br />require more of an architectural standard. You can put up a very nice detached garage or <br />shed. <br /> <br />Councilmember Look inquired as to what type of complaints staffhas received. <br /> <br />Mr. Gladhill replied there have been a "handful" of complaints. <br /> <br />Councilmember Look felt that this is a bigger issue in the City's eyes versus the <br />neighbor's eyes. We had a man.come to ask for 10 more feet and the Planning <br />Commission denied the request. He appealed to the Council and we' granted his request. <br />People want to protect their stuff. He added that he is "tom" on whether to allow them or <br />not. He thought people that might be inclined to purchase these temporary structures <br />should be aware that the Council may support larger accessory buildings. <br /> <br />Councilmember McGlone suggested that Council wants to encourage people to store <br />things inside and added that the City owns a structure somewhat like this for salt storage; <br />however, it is built to a better standard. He suggested coming up with acceptable <br />standards and the City's zoning Code can help us enforce it. <br /> <br />Councilmember Dehen felt that this is a regression of what we are trying to accomplish. <br />People make economic decisions - these will pop up all over the place. He reiterated that <br />he is dead-set against this. These are a cheap way to do construction. We require <br />accessory structures to try to match the house; that's more marketable. This would start <br />compromising that and will hurt the market value. <br /> <br />Councilmember Wise stated that the garage is counted as part of the accessory square <br />footage allowance but it's part of the house. Let's call it something else because people <br />will think they are allowed two buildings because they do not figure in their garage.
