Councilmember McGlone wondered if Council should place a moratorium on temporary
accessory structures while making a decision.

Councilmember Look replied that these structures are not legal right now. Maybe we
need to determine their life span - treat them as temporary - they cannot continue as a
permanent structure.

Councilmember Wise asked if we are going to "lump" in that same logic for trailers.

Councilmember Dehen stated they should count as one of your stored vehicles.

Mayor Ramsey suggested maybe allowing them on a temporary basis - for one year -
then the next year they will have to build.

Mr. Gladhill asked about a permit fee - maybe something inexpensive.

Councilmember Look stated that you will have either junk vehicles or these structures. If
we allow these, you will have junk vehicles under a tent.

Mayor Ramsey stated that we have to discuss where these will be allowed.

Councilmember McGlone stated that in Elk River where he has his business, he is not
allowed to have any of this.

Mr. Gladhill stated that we have talked about salt storage; how do we want to address
Coborn's for their salt storage?

Mayor Ramsey felt that commercial, seasonal was okay.

Councilmember Dehen stated that if we are discussing carports and lot size and lot
location consideration - we are opening up a can of worms.

It was commented that carports are better engineered - with a roof and footings; they are
more protection, and should be allowed.

Councilmember Jeffrey stated that we talked about seasonal, temporary commercial,
seasonal means boats or motor homes too. Is that legal then if it's taken down after the
summer season? He added that he is not a fan of these.

Mayor Ramsey stated he is not a fan either but people buy things and want to have at
least temporary coverage.

Councilmember Wise reiterated that we need to allow bigger buildings.

Councilmember Dehen expressed agreement with Councilmember Wise.

City Council Work Session - May 5, 2009
