Councilmember Jeffrey stated that he loves the idea but asked how often there is executive style
housing that abuts a business park.

Mr. Martinson stated that the area is so densely wooded he thinks executive style housing will
really fit because it is hard to find wooded lots these days.

Councilmember Jeffrey stated that he also supports the proposed full access being bumped
further to the south.

Councilmember Dehen stated that he thinks all the neighbors on Bowers Drive should be given a
heads up about this possibility. He stated that he thinks putting a business park in is better than
packing a bunch of houses in there. He suggested sending out a flyer to the neighborhood with
the concept.

Community Development Director Miller stated that when a site plan is completed, they would
want some sort of buffer built in to address the concern between residential and commercial.

Councilmember McGlone stated that as long as people know what they are going in near, he
thinks executive homes can go in there and cited North Fork as an example where this was
worked.

Councilmember Elvig stated that this sounds similar to Anoka's business park and agreed that
transportation will be the biggest issue. He stated that running this into the Armstrong overpass
is the only way he sees this working with semi-truck traffic.

Mr. Pearson explained the land layout in the area to address the concerns of the park being near
the residential areas.

There was discussion about designing for the possible future bridge river crossing, future traffic
needs and local traffic for this development.

Councilmember McGlone stated that he really likes the idea of induding a trail system.

Councilmember Elvig noted that the sidewalks in the Anoka business park are heavily used by
people in the park and also by nearby residents.

Councilmember Dehen stated that he would also like to see some sort of small recreation area
near Bowers Drive because they are so isolated.

Councilmember Jeffrey stated that he would like to get MnDDT in the room to see what they are
willing to entertain for access points.

Mr. Martinson stated that they would like to work with the Council to come up with a plan that
they all can agree on before they go the MnDot.

City Council Work Session I April 14, 2009
Page 2 of 4
