<br />2) Discussion Regarding Removal of a Commissioner Due to Violations of City Code <br /> <br />Human Resources Manager Kone' reviewed the staff report. She stated that Robert Sibilski, who <br />serves on the Environmental Protection Board, is present tonight. She noted that the City's <br />attendance policy was included in the packet and reviewed the normal course of action the City <br />takes when there are attendance violations. She noted that there are potentially three violations <br />for Mr. Sibilski. She stated that a letter was also submitted to the Anoka County Union from Mr. <br />Sibilski regarding the Wetland Buffer Ordinance. She stated that the Council is being asked to <br />consider whether they feel there was an attendance violation and also whether there was a Code <br />of Conduct violation. <br /> <br />Mayor Ramsey invited Mr. Sibilski to the table to enter into discussion regarding this topic. <br /> <br />Councilmember Dehen asked Mr. Sibilski if he feels his approach was appropriate or if it should <br />have been handled privately. <br /> <br />Mr. Sibilski stated that he felt it was appropriate and was addressing comments made in an <br />earlier article attributed to Mayor Ramsey and noted that he did not identify himself as being part <br />of the Environmental Protection Board. <br /> <br />Councilmember Jeffrey stated that the absence situation didn't come to light until the letter <br />appeared in the paper. He believes that as a citizen of Ramsey, Mr. Sibilski has his right to an <br />opinion. He stated that he thinks the City is making more out of this than it needs to. <br /> <br />Councilmember Elvig stated that he is happy Mr. Sibilski wrote the letter because he wants to <br />know how the people of the community feel about issues. He stated that if there has been a <br />violation of the attendance policy than that is something the Council can justifiably take action <br />on. <br /> <br />Mr. Sibilski stated that he is disappointed that he missed the meetings but noted that it was due to <br />recent work issues. <br /> <br />Councilmember Look stated that Mr. Sibilski's appointment is a political appointment. He <br />stated that he feels the comments he made questioning Mayor Ramsey's ability to lead cross a <br />line. <br /> <br />Councilmember Jeffrey stated that everyone is entitled to their opinion, even if it questions the <br />Mayor's ability to lead. <br /> <br />Councilmember Dehen stated that in his opinion, this was handled in a destructive way and he <br />feels committee members have a higher responsibility than someone in the general public. <br /> <br />Councilmember Wise stated that he feels that Mr. Sibilski is not the only board member that has <br />disagreed with the Council, but he feels it was handled unprofessionally and disrespectfully.
