COUNCIL TOPICS FOR DISCUSSION

1) Ramsey Town Center Planning

City Administrator Ulrich distributed a newsletter from 2005 on the Ramsey Town Center, but
noted that it could have been written yesterday because it articulates the dream for the Town
. Center. He noted that today's meeting is to discuss the rebirth of the Town Center. He stated
that the City is expected to close on the property on June 26, and will acquire 150 acres for
development and public purposes.

2) Ramsey Medical Center

Mayor Ramsey asked that City Administrator pause in the discussion on Ramsey Town Center to
allow for a special announcement and invited the guests to come forward.

Tom O'Connor, President of Mercy Hospital, part of Allina Health Care system, stated that they
have been evaluating building a new clinic in Ramsey and noted that a new $7.5 million facility
was approved last week. He introduced Dr. Hoversten, the District Medical Director for clinics
in the area, and Dr. Barth, who is the lead physician at the Ramsey Clinic, who has also been part
of these discussions.

Dr. Hoversten stated that will double the square footage of their existing site.

Dr. Barth gave a brief overview of what they currently have at the Ramsey facility and noted that
with a larger clinic, they would like to add 5 providers.

Mr" O'Connor stated that there are several good site options in the City for the new facility.

Councilmember Elvig stated that the Council would love to see them move into the Town Center
area.

Mr. O'Connor stated that there may also be some possibility of working together with the V A
medical center that has expressed interest in locating nearby.

Senator Jungbauer stated that his office would be happy to introduce Allina to the V A to begin
these discussions. He asked about how important green technology or solar energy is into the
clinic plans and whether issues like that were things that they have been thought of in this
process.

Dr. Hoversten stated that they looked at utility issues, but they have not gone to that extent in
looking at green sites. He noted that their current facility is not hooked up to City utilities.

Mr. O'Connor noted that they really are in the beginning stages of this process and have only
gotten approval for a dollar amount and a general building size and the details are yet to be
determined.

City Council Work Session I June 16,2009
Page 2 of5
