<br />Dr. Hoversten stated that they are looking to move forward with this facility as quickly as <br />possible. He noted that if people have questions they can feel free to call him or April Bolin at <br />the Clinic. <br /> <br />1) Ramsey Town Center Planning - (continued) <br /> <br />City Administrator Ulrich distributed a marketing piece created by the people who recently <br />attended the International Shopping Center Convention. He noted that it focuses on <br />commercial/retail on the west side of Town Center. He stated that Buxton gathered the market <br />research and demographic information for this piece. He distributed a map of the current Town <br />Center and a list of definitions to be used in the small group discussions. He reviewed the <br />acreage requirements for different types of commercial/retail entities. He reviewed the portions <br />of Town Center that have already been developed and the revised land analysis that has about <br />113 acres of marketable land. He stated that he would like the group to break into small groups <br />to discuss the ideas and possible plans for the Town Center. He asked that the Council, EDA and <br />Planning Commission members split into separate groups for this discussion. <br /> <br />Councilmember Elvig reviewed some of the old thought processes about a walking trail in the <br />residential areas and noted that these plans won National Awards and garnered grant money for <br />the City for the original plan. He stated that he does not want to throw everything about the old <br />plan away because there was some good in the plan. <br /> <br />Mayor Ramsey noted that after the closing, the Master Development Agreement will be gone. <br /> <br />City Administrator Ulrich stated that the Development Agreement will be gone, but the zoning <br />will remain in place. <br /> <br />Councilmember Dehen stated that he is reluctant to start changing things before we know what <br />the market will support. He asked what will happen if the City says it wants to start changing <br />things and then the market comes in and says they want to do something else. He stated that he <br />doesn't understand the purpose of tonight's exercise. <br /> <br />Mayor Ramsey stated that this exercise isn't to decide to change anything right now, it's just to <br />get ideas of what people would like to see or what they think may work in the Town Center. <br /> <br />Community Development Director Miller stated that this is an actual adopted plan for the area, <br />with specific design guidelines, so it is a little more than just zoning that would stay in place. <br /> <br />Councilmember Wise stated that he feels the discussion should look at how to make this more <br />marketable so the market can actually drive what ends up coming in as Councilmember Dehen <br />suggested. <br /> <br />Planning Commissioner Levine stated that he feels that it is important not to "throw the baby out <br />with the bath water". He stated that there has already been a lot of good work that has gone into <br />this plan and this is not just a blank sheet of paper being given out to start over. <br /> <br />City Council Work Session / June 16,2009 <br />Page 3 of5 <br />
