<br />PCCASE# a <br /> <br />CONSIDER A RESOLUTION ADOPTING A <br />DRIVER'S LICENSE VERIFICATION POLICY <br /> <br />By: Givonna Reed Kane, Human Resources Manager <br /> <br />Background <br /> <br />To ensure that all employees who regularly or occasionally drive for city business do so <br />safely and legally, staff is recommending adoption of a driver's license verification <br />policy. The policy entails periodic verification of a valid driver's license to be performed <br />at the time of hire and annually thereafter for all employees who drive a vehicle for city <br />business. The purpose of verifying the driver's license status is to verify that the <br />employee's driver's license is valid and properly endorsed or classified to operate the <br />required equipment or vehicle. The driver's license status shall be reviewed and <br />maintained by Human Resources. <br /> <br />All employees who drive for city business will be required to report a cancellation, <br />suspension or revocation of his /her driver's license; however, the proposed policy <br />differentiates between positions where driving is an essential function and those where <br />driving is an occasional function. Employees who drive occasionally and lose driving <br />privileges will not be permitted to drive for city business until driving privileges are <br />restored. <br /> <br />Employees who hold positions where driving is an essential function and who lose their <br />driving privileges will be given 60 days to regain driving privileges. During this 60-day <br />period, employees will be placed on unpaid administrative leave or they may use vacation <br />and comp time accruals. These employees may also work in a "light duty" capacity if <br />light duty work is available. If driving privileges are not restored within 60 days, <br />discipline may be imposed, up to and including termination. Patrol officers and <br />sergeants, due to scheduling limitations, must regain driving privileges within 15 days, or <br />discipline maybe imposed. <br /> <br />An employee who is required to hold a commercial driver's license (CDL) maybe be <br />disciplined if the CDL is cancelled, suspended or revoked. At the sole discretion of the <br />City, an employee who has driving privileges but no CDL may work in a light duty <br />capacity for up to one year. <br /> <br />Funding Source <br /> <br />There is no funding required to adopt this policy. Staff will use a free web site to verify <br />that employees have valid driver's licenses. <br />
