<br />PC CASE # ~ <br /> <br />CONSIDER ADDITION OF PATROL/ADMINISTRATIVE SERGEANT IN THE <br />POLICE DEPARTMENT <br />By: Jim Way, Chief of Police <br /> <br />Background: <br /> <br />Sergeant Jeff Katers became the manager of the Anoka County Central Records system in March <br />of 2009. For his services, the City receives $50,000 annually or $4166.66 per month. Sgt. <br />Katers will be spending approximately half of his time working on the records system. <br /> <br />Staff developed a plan to reassign some of the duties that were being be performed by Sgt Katers <br />to the three patrol Sergeants, two investigators, the Captain and the Chief. Some of these duties <br />included managing the schedule, case management, payroll/time sheets, investigation of cases, <br />signing complaints and officer complaints. By reassigning the duties we did increase the work <br />load for the other staff. <br /> <br />After three months of Sgt. Katers overseeing the system, we have found that staff is having a <br />difficult time managing the additional duties assigned to them that had previously been done by <br />Sgt.Katers. Many of the duties need to be performed during traditional daytime, Monday thru <br />Friday hours and this was not able to be accomplished when the duties were reassigned. <br /> <br />Staff is proposing promoting an existing officer to Sergeant that would spend half of his/her time <br />performing duties that Sgt. Katers can no longer do and half time as a patrol Sergeant. Some of <br />the duties would include managing the schedule, payroll/timesheets, fleet management and <br />providing supervision to the Community Service Officer and the Crime Prevention Specialist. <br /> <br />The department would not "backfill" the patrol position to add a sergeant. Adjustments would <br />be made to the schedule to accommodate the loss of an equivalent to a half time position on <br />patrol. The position will also be "uninformed", allowing this sergeant to respond to calls if <br />needed. The decrease in coverage will be minimal. <br /> <br />Funding: <br /> <br />The City of Ramsey receives $50,000 annually for Sgt Katers. Staff proposes a portion of this <br />money be used to cover the additional wage cost of sergeant wages over patrol wages. The <br />difference in wages between a patrol officer at the high end ofthe wage scale and the .sergeant <br />wage would be approximately $3,635 for 2010. This dollar amount represents a patrol officer at <br />the top of the scale and could be less depending on who is selected. The amount for 2009 would <br />be pro-rated based on the number of months remaining when the selection is made. <br /> <br />Staff Recommendation: <br />Staff recommends the Police Department conduct a process to promote a patrol officer to <br />sergeant. <br /> <br />Personnel Committee Action: <br /> <br />Based upon discussion. <br /> <br />C: \Documents and Settingslgkone\Local Settings\Temporary Internet Files\Content.OutlookIUTRVOJV JlAdditonal Sgt (2).docx- _07/08/09 <br />
