The
following minutes were documented in order of the Agenda.

1. Introductions

A. Tony H. led introductions and reviewed the agenda. No additional agenda items were
added. The goal of the meeting is to discuss and obtain input on the work scope of the
project and establish responsibilities of the Project Management Team.

2. Work Scope Overview

A. Tony H. gave an overview of the project. The project will begin with review and
assessment of the surroundingtransportation network from a 50K foot aerial view. The
transportation review will include assessment in the Anoka County and adjacent
development in Sherburne County possibly impacting the study area. As a baseline,
documentation of existing conditions will be developed along with impacts of east-west
routes crossing the Rum River.

B. The assessment of possible alternative TH 47 alignments will then be developed through a
screening process and pared to three alignments to be carried forward for detailed review of
impacts and opportunities.

C. The review of a river crossing will include a high-level roadway facility (county road) and a
lower level roadway facility (local street). The river crossing review will be at a planning
level study and not detailed alignment design.

D. Brian asked if a specific location would be selected for the Rum River crossing after the
travel demand modeling was completed. Kate noted the location selection will be discussed
internally, and it can be added to the study at a later time if needed for the local plans. Tony
H. noted that the analysis will focus on the type of facility for an east-west route with,
general alignment parameters, but not detailed design. '

P8
