EDA BUSINESS

Case #1:

ICSC CONFERENCE SUMMARY

Economic Development Coordinator Sullivan presented Case # 1.

Economic Development Coordinator Sullivan outlined the conference for the EDA Members
insofar as what he did with his time while in Las Vegas. He discussed the itinerary contained
within the agenda and spoke about the connections that he made; He will be putting together an
e-mail that will be sent to all contacts made at ICSC. Subsequent communication will continue
when the City takes ownership of the land formerly owned by Minnwest Bank on June e 26,
2009.

Economic Development Coordinator Sullivan had four questions that he tried to have answered
from the Trip to ICSC. Question number 1. What are retailers looking for? Question number 2.
Is Ramsey a viable option? Question number 3. What is the market? And question number 4.
Why Ramsey?

Member LeTourneau requested itineraries from the other Members that were part of the Las
Vegas group and Economic Development Coordinator Sullivan stated he did not receive any but
assumed they were very similar to his.

Member Elvig reported back to Members present that there was so it seemed many more than
30,000 participants at the conference, that developers were very interested in the Ramsey group
once they learned that TC would be mortgage free. He also feels that we need to work on
defining a vision for TC and we should re-establish a TC Task Force.

City Administrator Ulrich gave a brief update on the rail stop. The City Council at their last
meeting approved a match at cost sharing agreement with the County to move forward with the
final design. The County has agreed to match funds up to $150,000.00 of a $300,000.00 project ,
for the rail station as the County Rail Authority. However, we are still working toward meeting
the $10,000,000.00 goal. With this in mind, what this does is confirm that we are indeed a stop
on the rail line.

Member Look attended a meeting at the County; he gave a brief update regarding the rail stop
and the VA Clinic opportunity. Anoka has not identified an interest in pursuing the VA Clinic
yet but the County Board wants it. Our information indicates that as of yet there is no RFP out
on the V A Clinic project. They have clearly indicated that transit is going to be a major concern,
the Ramsey rail stop would be key; hopefully approvals would be stepped up. County did put
forward a resolution draft supporting the Ramsey location for the Veterans Administration
project which is critical to having County wide support for the Ramsey rail stop location.

Economic Development Authority I June 11, 2009
Page 2 of6
