<br />Subpart 7. Groundwater. If a county groundwater plan has not commenced at the time the <br />plan or plan amendment is initiated, the organization shall assess the need and degree of <br />involvement the organization has in groundwater management and establish appropriate <br />goals and policies. <br /> <br />Groundwater <br /> <br />Goals <br />1. To manage and protect the groundwater system by understanding the effects of urbanization <br />on groundwater and prioritizing the groundwater-surface water interactions. <br /> <br />2. To protect groundwater for appropriate and beneficial use. <br /> <br />3. Protect groundwater recharge areas. <br /> <br />4. Prevent contamination of the aquifers. <br /> <br />Policy 6.1: Anoka County is recognized as the lead agency regarding ground water controls. <br /> <br />Policy 6.2: Recharge areas identified by Anoka County shall be protected from adverse <br />development and from potential contamination. <br /> <br />Policy 6.3: When practical, ponds shall be designed with "dead-storage" volume below the outlet <br />to promote infiltration/ground water recharge. <br /> <br />Policy 6.4: The use of grassed waterways shall be encouraged to maximize infiltration. Proper <br />grades shall be maintained as part of an overall site plan to insure positive drainage. <br /> <br />Policy 6.5: Any spring area should be identified in the field, denoted on maps by the member <br />Cities and protected from development within the watershed. <br /> <br />Policy 6.6: The appropriate jurisdiction shall use both regulatory (ordinances, permits, etc.) and <br />non-regulatory (BMPs) tools to protect the land area within designated well head <br />protection areas. <br /> <br />Policy 6.7: The member cities of the WMO have completed wellhead protection plans as <br />required by the Minnesota Department of Health.
