. .

Flooding

C. the establishment of standards to reduce the impacts offlooding on natural resources
and personal and real property;

Since flooding problems are local in nature the municipal stormwater management plans have
addressed how best to solve such problems. If the problem involves intercommunity flow the WMO
is the appropriate agency to discuss an equitable solution to the problem. Listed below are
recommended standards for facility design that communities can use as a guide when they prepare
their local plans.

Hydrology Major Facilities (i.e., Detention Ponds)
To provide consistent hydrologic information within the member cities, standards have been
established to guide existing and future hydrologic and hydraulic calculations. All future engineering
work done in the member cities requires that the data will be submitted to the member cities based on
the standards outlined in the local water management plan.

Land Use Assumptions
Land use shall assume ultimate development with the entire area tributary to the pond/waterbody.

Storm Distributions-See Land & Water Resources Inventory

Rainfall-See Land and Water Resources Inventory

Hydrology-Minor Facilities (i.e., Storm Sewer, Ditches, Culverts)
City Projects
To calculate peak flow rates for the design of minor systems, methods currently approved by the
municipalities and the WMO include: USDA SCS; TR-55; & TR-20, HydroCAD, and EPA SWMM
methodology.

The minor drainage system shall be analyzed and designed using a IO-year frequency rainfall, and
shall be evaluated for the 100-year frequency rainfall unless otherwise determined by the
municipalities.

County or State Projects
Culvert crossings or storm sewer system in County or State right-of-way may have a design
frequency which differs from the IO-year. Each agency shall be contacted to determine the
appropriate design frequency.

Water Management Plan
P:\Mpls\23 MN\02\2302047\WorkFiles\3rd Gen WMP\LRRWMO_3rd Gen WMP _July 2009_Draft.doc

79
