- .

At this time there are no specific areas identified that cannot be properly managed or regulated if
developed or if current land use changes. Further investigation of water quality in streams and lakes
may indicate land use restriction needed to obtain target water quality parameters. However, in the
absence of the target goals, no adverse impacts are currently anticipated.

Stormwater and Drainage Design Performance Standards

Subpart 3. Stormwater and drainage design performance standards. Each plan must
contain minimum standards and provide for appropriate controls for the design of new
stormwater conveyance, ponding, and treatment systems consistent with the overall goals of
the organization plan and consistent with Minnesota Statutes, Section l03B.3365,
Subdivision 4. Included will be performance standards that provide for:

Pollutant Loadings

A. the establishment of target in-lake nutrient concentrations and corresponding pollutant
loadings for sediment and nutrients;

The LRRWMO will work with Anoka Conservation District and the Upper Rum River WMO in the
reduction of the nutrient loading in Rogers Lake, which has been classified as impaired by the
Minnesota Pollution Control Agency.

The LRRWMO will also work with the Minnesota Pollution Control Agency in the identification and
reduction of fecal coliform sources to the Mississippi River, which has been classified as impaired
from the northwest Anoka City limits to the Rum River.

Ru noff Rates

B. the establishment of maximum permissible runoff rates for selected design storms based
on considerations such as existing and future flood levels and expected increases in
runoff volume with respect to impacts on downstream channels and adjacent
development;

.

All of the municipalities within the WMO have prepared stormwater management plans that have
been approved by the LRRWMO. These management plans provide a framework for the
management of surface water runoff as urbanization and redevelopment occurs.

Water Management Plan
P:\Mpls\23 MN\02\230204 7\ WorkFiles\3rd Gen WMP\LRR WMO _3rd Gen WMP _July 2009_ Draft.doc

78
