Case # <br />REQUEST FOR AN INTERIM USE PERMIT TO ALLOW THE FLYING <br />OF RADIO CONTROLLED AIRCRAFT GENERALLY LOCATED AT 8846 <br />HIGHWAY 10 NW; <br />CASE OF NORTHWEST RADIO CONTROL CLUB <br />By: Tim Gladhill, Associate Planner <br />Background: <br />NorthWest Radio Control Club has submitted an application for an Interim Use Permit (IUP) to allow <br />for the use of radio -controlled model airplanes. NorthWest Radio Control Club previously flew model <br />airplanes in the City of Ramsey in a portion of the Ramsey Town Center development. The maximum <br />duration of an Interim Use Permit is five (5) years from the date of approval, unless otherwise <br />extended by the City Council. The City Council may recall that a Special Events Permit for the <br />operation has been issued until an IUP is either approved or denied. <br />Notification: <br />Staff attempted to notify all property owners within 350 ft via standard US Mail. <br />Observations: <br />NorthWest Radio Control Club is requesting to use a portion of the property currently owned by <br />Pearson Properties of Ramsey, LLC. The club is only proposing to use the northeast quadrant of the <br />property, not the entirety of the five parcels listed in the Public Hearing. The Applicant has submitted <br />a fly -zone exhibit. The Applicant has stated that the planes will only have a fly radius of <br />approximately 600 feet from the base (based on line of sight). The Applicant has stated that there will <br />be no more than 10-12 people on the site at one time. Additional information related to the request is <br />included in a letter addressed to the City and attached for reference. <br />Staff has addressed much of the concern related to noise effects of the proposed use. The Applicant <br />has had some time to operate under the Special Events Permit with no documented complaints to date. <br />In addition, Staff has completed a noise study in conjunction with the Ramsey Police Department, and <br />it appears that the use will not substantially affect the noise conditions of the area. The peak decibel <br />reading was 72 dB, directly under the plane. The planes did not raise the level over the static levels <br />approximately beyond 300 ft. It appears that the planes will not raise the decibel readings at any <br />adjacent property line. <br />The Applicant is requesting to use an existing farm road with access across an adjacent property owner <br />with access deriving from Llama Street off of Highway 10. Without an access agreement, the <br />Applicant would access directly onto Highway 10 via an existing farm path. Prior to issuance on an <br />IUP, the Applicant will need to secure a written agreement with the adjacent property owner for access <br />purposes. The Minnesota Department of Transportation had no formal comment in that it would not <br />significantly impact their right of way. The request was also forwarded to the Metropolitan Airports <br />Commission. It appears that this use is outside of any airport clear zone. <br />Based on the current use of the property, granting permission as requested for an interim period of <br />time may be appropriate. However, given that additional information is needed before Staff is <br />comfortable making any recommendation, Staff cannot make a recommendation for approval at this <br />
