Economic Development Coordinator Sullivan stated that there have been quite a Jew inquiries
regarding the site, but the building hasn't worked for anyone. He stated that Mr. Fisher serves as
a buffer between disputes for the tenants.

Mr. Fisher noted that he just spent 20 hours in mediating a dispute between two of the tenants
over the property line at one of the buildings.

Councilmember Dehen stated that he can appreciate the 20 hours of mediation spent in this
dispute, but there are mediators available in the County that could be used rather than paying a
Property Manager to handle these issues.

Councilmember McGlone asked how Mr. Fisher gets paid.

Mr. Fisher stated that they receive a straight monthly fee.

There was discussion about what the tenants are responsible for, such as plowing and mowing.

Councilmember Wise noted that he would like to make sure that all the tenants are carrying
insurance on the property, for the net/net/net leases.

Mayor Ramsey stated that he feels the Ralph's Gun and Pawn building is coming down and the
City has been trying for a long time to lease the NAU building with no luck and the other
building being managed is already leased. He stated that he doesn't see a big need for Property
Management right now.

Economic Development Coordinator Sullivan stated that the 20 hours recently spent negotiating
the dispute between the tenants may not have been the best use of Mr. Fisher's time.

Councilmember Wise stated that it appears that this just comes down to money and asked what
the annual expense is for this service.

Economic Development Coordinator Sullivan stated that it is $12,000 per year.

Councilmember Jeffrey explained the rationale behind the reason for hiring an outside Property
Manager and noted that this money will not come back to the City because it will just go back to
the Met Council.

Councilmember McGlone stated that he feels circumstances are different today in the City
because there are not as many building permits coming in and while it may have made sense in
the past to hire an outside Property Manager, it may not make sense now. He stated that he
doesn't feel this is necessary right now.

Councilmember Dehen stated that if staff has to take over this function, he doesn't see the two
properties taking up that much time. He asked how the payback to the Met Council works.

City Council Work Session IJune 23, 2009
Page 2 of5
