Economic Development Coordinator Sullivan explained how this repayment takes place and
noted that there is a possibility that the City can charge 10% back to RALF for the administrative
costs of the Property Management.

Councilmember Look stated that there will probably be a few more lease properties coming
along, such as Holiday and Pro Power Sports.

There was discussion about the water damage and restrictions on the Holiday Station property.

Councilmember Jeffrey stated that he thinks with the additional properties coming on line, the
City needs to research how much more additional time it would take staff to handle the Property
Management and how much of those costs can be reimbursed.

Councilmember Dehen stated that his idea is when the City buys these properties is to take them
down and not spend time trying to lease them out because the City is trying to buy the more
blighted properties.

Councilmember McGlone stated that he would like to know the actual numbers for the fees and
would like to see the 10% charged back to the RALF funds.

There was discussion about possible reimbursement for vacant properties or properties that will
not be leased.

Councilmember Wise stated that he is leaning towards moving this function in-house.

Councilmember Jeffrey asked if the schedule for demolition for Ralph's Gun and Pawn should
be moved up.

Mayor Ramsey stated that he would support that.

Councilmember Look suggested offering people a real deal on the Ralph's property.

Mr. Fisher noted that he has been advertising it at $12.00 net/net/net, but has asked people to
make an offer after each showing and nobody has made an offer. He noted that it is a very
difficult building to market.

Councilmember McGlone stated that if the City can charge back 10% to the RALF fund, he
would make the recommendation that the City moves ahead as Property Manager for the
acquired properties.

Councilmember Look stated that to the point of taking down Ralph's Gun and Pawn, leasing the
building could potentially bring in tax revenue. He stated that until the City tries to salvage the
tax dollars out of the property, having a vacant lot will serve the City no purpose.

Councilmember Jeffrey expressed his concern with competing with the private sector if it leases
things at less than market rate.

City Council Work Session IJune 23, 2009
Page 3 of5
