<br />Councilmember Look stated that the City will always be in competition with the private sector <br />and this idea just puts one property on the market, and cannot be considered having a comer on <br />the market. <br /> <br />Councilmember Wise related his personal experience in renting a space in St. Cloud for less than <br />market value. He noted that it lasted about 3 weeks before the tenant had to be removed. He <br />stated that he feels that you get what you pay for. <br /> <br />Councilmember Dehen understands wanting to rent these properties out, but if there is damage or <br />they are not leasable, he is in favor of taking them down. He noted that he is not in favor of the <br />City being in the rental business. <br /> <br />Mayor Ramsey recommends trying to negotiate different fees with Premier because some of the <br />properties may be going away and also run the numbers on what the City would see with 10% <br />pay back and bring it back for further discussion. <br /> <br />Economic Development Coordinator Sullivan noted that to terminate the agreement there needs <br />to be a 60 days notice by either side. <br /> <br />Mayor Ramsey suggested putting some of this information in the Weekly Update for the Council <br />to consider before it is discussed at a Work Session. <br /> <br />2) Highway #10 Environmental Work <br /> <br />Public Works Director Olson reviewed the staff report and noted that Donald Demers, with SRF <br />Consulting Group, Inc. is present to give an update on the project. He noted that an Open House <br />is scheduled for Thursday night to present the plans. He noted that Nancy Fricke, with SRF <br />Consulting Group, and Jacqueline Corkel of the Anoka County Highway Department are also <br />present to discuss the project. <br /> <br />Mr. Demers gave an overview of the project area and meetings that have taken place so far on <br />this project. He noted that the Council did endorse their A5 option, which is a single point <br />intersection at Sunfish Lake Boulevard and Ramsey Boulevard. <br /> <br />Councilmember Dehen noted that he feels very strongly that there should be berming, not a wall <br />put up near the homes along Highway 10. <br /> <br />Ms. Fricke noted the recommended plans are for berming in the residential area and that the <br />Public Hearing on Thursday is really geared toward discussing the environmental impact <br />information, such as the EA W, but noted it is Open House style. She reviewed the schedule and <br />next steps in this process. <br /> <br />Mayor Ramsey noted that the date of the Public Hearing is not the best because there is a golf <br />tournament as well as a Concert in the Park on the same day <br /> <br />City Council Work Session /June 23, 2009 <br />Page 4 of5 <br />
