<br />Parks Supervisor Riverblood explained that the youth associations have keys to the restroom. He <br />stated that the issue then becomes the responsibility of those in possession of the key to pass the <br />key onto the next person and to lockup the restrooms when the sports are finished for the night. <br />He also commented that the restrooms may not then be available for practice times. <br /> <br />Councilmember Dehen was concerned that having the bathrooms open during the day would <br />open them up to vandalism. <br /> <br />Parks Supervisor Riverblood commented that the City would provide staff to check-in on the <br />restrooms and ensure that they are clean throughout the day. He suggested the possible use of a <br />volunteer as well. <br /> <br />Commissioner Shryock questioned how restrictive the locks would be and whether or not t~ey <br />would be able to be set for different times on different days. <br /> <br />Parks Supervisor Riverblood stated that the locks would be programmable with start and end <br />times but was unsure if they would be adjustable per day. <br /> <br />Commissioner Backous did not think that the problems in the restrooms would occur from the <br />usage during the day. He thought that it would be more likely to be vandalized when people are <br />forced to be there for a sibling's game at night. <br /> <br />Parks Supervisor Riverblood commented that if vandalism becomes a problem the timers on the <br />locks can be changed. <br /> <br />Commissioner Olsen commented that she knows that even if small children use the restroom <br />prior to leaving home for the park, they often need to use the restroom again when they are at the <br />park and often cannot wait. <br /> <br />Councilmember McGlone questioned if the port-a-potties would still be available at Central <br />Park. <br /> <br />Commissioner Backous thought that they would still need the use of those as well. <br /> <br />Chairperson Johns was impressed that ARAA had stepped up and offered to contribute to the <br />project. She stated that the community is concerned with the situation and a solution needs to be <br />found. <br /> <br />Motion by Commissioner Backous, seconded by Commissioner Shryock to recomrriend to City <br />Council, approval of up to $3,135 in Lawful Gambling .Improvement funds to match the <br />installation of automatic locks for the restrooms doors at the concession stand building for the <br />restroom doors at the Park Center building. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Erickson, Backous, Barr, <br />LaMere, and Shryock. Voting No: None.
