<br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Jeffrey, Dehen, Elvig, <br />McGlone, and Wise. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Consider Request for Special Event Permit; Case of The Penalty Box Bar <br />and Grill ' <br /> <br />Police Chief Way reviewed the staff report. <br /> <br />Councilmember Jeffrey stated that he spoke with a handful of business owners about their <br />concerns about the location of the tent for the last event. He asked about another location for the <br />tent. <br /> <br />Shawn McManus, owner of Penalty Box, stated that a different location doesn't seem to be <br />possible, per safety officials, and he would like the tent in front to capitalize on the traffic along <br />Highway 47. He presented signatures from all the businesses in the area, per the request of <br />Police Chief Way. He stated that he has plans to alleviate the issues related to parking that were <br />raised by the tenants. He stated that he is not expecting this event to have the kind of attendance <br />that the last one did and noted that he would like to holdthe event until midnight, if at all <br />possible. <br /> <br />Councilmember Jeffrey stated that he would like to discuss the event lasting ootil midnight, <br />because he thinks that may draw more complaints than the event itself. <br /> <br />Councilmember Look asked if the signatures presented were meant to show that the other tenants <br />received the letter or that they agreed with the event. <br /> <br />Mr. McManus stated that the signatures were meant to show their agreement, but noted that <br />Zebra Pizza has concerns about their delivery drivers not having parking spaces. He stated that <br />they have agreed to reserve six spots for Zebra Pizza. <br /> <br />Mayor Ramsey stated that he received an e-mail from the owner of Zebra Pizza and she also has <br />concerns about the ability of her drivers to get out of the lot safely with all the people coming <br />and going. <br /> <br />Councilmember McGlone noted that the drivers could be sent out the backdoor for one day <br />during this event. He stated that he feels Mr. McManus has done his due diligence in this matter. <br /> <br />Motion by Councilmember McGlone, seconded by Councilmember Jeffrey, to approve a special <br />event permit for The Penalty Box Bar & Grill to host a tent party with live music on August 21 <br />and 22,2009. <br /> <br />Further Discussion: Councilmember Look stated that he will vote in favor of this but he will be <br />listening for feedback and, if there are problems again, he will not vote in favor of other special <br />events in this location. <br /> <br />City Council / July 14,2009 <br />Page 5 of 19 <br /> <br />P21 <br />
