<br />Motion carried. Voting Yes: Mayor Ramsey and Councilmembers McGlone, Jeffrey, Dehen, <br />Elvig, Look and Wise. Voting No: None. <br /> <br />Councilmember Jeffrey reiterated his concerns about the calls from the residential areas <br />regarding the event lasting until midnight. <br /> <br />Councilmember McGlone stated that the City has approved later events, in the past. He asked if <br />the City has a sound meter that it could use to control the noise, but still allow him to hold the <br />event until a certain time. <br /> <br />Police Chief Way stated that he isn't sure if it is something that can be quantified, but noted that <br />he could try to have the officers on site try to have the amps turned down at 11 :00 p.m. <br /> <br />Councilmember Dehen stated that he is concerned about bothering neighborhoods and thinks that <br />it should be turned down at 11 :00 p.m., but allowed until midnight, as a test case. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Wise, to allow the tent party to <br />have the bands play until midnight, with the condition that the volume of the amps be turned <br />down at 11 :00 p.m. <br /> <br />Motion carried. ,Voting Yes: Councilmember Elvig, Wise, Dehen, Jeffrey and McGlone. <br />Voting No: Mayor Rarrlsey and Councilmember Look. <br /> <br />Case #2: <br /> <br />Authorization to Enter into a Contract for Towing Services Needs <br /> <br />Police Chief Way reviewed the staff report. <br /> <br />Councilmember Dehen stated that he was not in attendance at the Work Session discussion <br />regarding this case and asked for a brief review of the tow service contractors. <br /> <br />Police Chief Way gave a brief overview. He reviewed the changes in the contract that they are <br />proposing, such as the billing going through the City, so they are aware of the charges being <br />made against residents. <br /> <br />Councilmember Jeffrey stated that he supports moving forward with Northstar Towing because <br />he thinks they have provided great service to the City. <br /> <br />Councilmember Wise stated that he is in favor of giving Champlin Towing the contract because <br />the bids are so close and he doesn't see a problem going with'a local vendor. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Wise, to Adopt Resolution #09-07-142 <br />authorizing staff to enter into a two-year towing contract with Champlin Towing. <br /> <br />Further Discussion: Councilmember Jeffrey asked how much City cost there is with the towing <br />contract.
