<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, July 14,2009, at <br />the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Bob Ramsey <br />Councilmember John Dehen <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Matt Look <br />Councilmember Colin McGlone <br />Councilmember Jeffrey Wise <br /> <br />Also Present: <br /> <br />City Administrator Kurtis Ulrich <br />Assistant City Administrator Heidi A. Nelson <br />Public Works Director Brian Olson <br /> <br />CALL TO ORDER <br /> <br />. Mayor Ramsey called the City Council Work Session to order at 6:01 p.m. <br /> <br />APPROVE AGENDA <br /> <br />City Administrator Ulrich stated that he would like to revise the Agenda to add discussion about <br />the acquisition of Armstrong Boulevard and, create a new item 1) Discuss Bringing on a <br />Development Consultant for the Ramsey Town Center (RTC). <br /> <br />The revised agenda was approved. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Discuss Bringing on a Development Consultant for the Ramsey Town Center (RTC) <br /> <br />City Administrator Ulrich reviewed the staff report. He distributed a proposal from Landform to <br />study the existing conditions and land use scenarios in the R TC. <br /> <br />Councilmember Dehen stated he has always been a proponent of a fair bidding process. He <br />stated that he would like to be careful about these types of proposals, because he thinks this will <br />hurt Landform, if the City moves forward with a competitive bid process. <br /> <br />Councilmember Look agrees that it would disadvantage Landform in an RFP process. He stated <br />that he thinks there is some benefit in using this company because Senator Jungbauer works for <br /> <br />City Council Work Session / July 14,2009 <br />Page 1 of 4 <br />
