He noted that the Senator is aware of pilot programs that are out there that may not be on <br />everyone's radar screen, which could be very beneficial to the City. <br /> <br />Councilmember Jeffrey agrees that Senator Jungbauer is a great resource, but questions if the <br />City has completed a proper competitive bid process. He stated that he isn't sure he has enough <br />information to decide if this is the best time to move forward with this proposal or even with this <br />company. <br /> <br />Mayor Ramsey stated that he feels the City needs to start moving and this would get us off the <br />ground right away if it began working with Landform. <br /> <br />City Administrator Ulrich stated that this is a service contract, so it wouldn't require a <br />competitive bid for that reason. He noted that there are other proposals on the books, for <br />example, from LSA, although he noted that he thinks some of the information may need to be <br />updated to reflect the current situation. He stated that he did call some other cities that Landform <br />has worked with and they received favorable reviews. He reviewed a flow chart of refining the <br />vision for R TC and how a development manager would fit in. <br /> <br />Councilmember Jeffrey stated that later tonight the Council will make a decision on a towing <br />company where the City has spent hours and hours discussing the vendors and now tonight the <br />Council is being asked to make a decision that he, personally, has spent no time discussing. <br /> <br />Mayor Ramsey stated that with the towing contract, there is a current contractor to consider and <br />with the R TC, the City is dead in the water because there is no current contractor or <br />Development Manager and something needs to get moving. He stated that if there was more <br />time, he would support going through the RFP process. <br /> <br />Councilmember Elvig stated that he is for this proposal because he likes the idea of getting <br />outside expertise, but he is concerned that the City outlines very carefully the duties and goals of <br />this proposal. He stated that he agrees that there is a sense of urgency right now. <br /> <br />Councilmember Dehen stated that he doesn't even know what he would be voting on or even <br />what the City is trying to accomplish with this proposal. He stated that he is not objecting to the <br />company, just the process. <br /> <br />Councilmember Elvig stated that not being ready when there is the potential of the V A Hospital <br />coming to the City, concerns him. He stated that the City really has to pick up the pace or he <br />thinks the City will make bad decisions as these projects come forward. <br /> <br />Councilmember Look stated that there is a lot of work to be done and the City should have <br />figured out what it wanted to get for the land before the City bought it, but that is not what <br />happened. He stated that the City needs someone to get a hold of this issue as soon as possible. <br /> <br />Public Works Director Olson stated that some of the things the Council needs to decide are what <br />amenities and improvements will be put against the property to help determine a sales price for <br />the land.
