<br />players and working the land development side that the City doesn't have. He stated that Jim <br />Lasher of LSA also has this knowledge. He stated that the City has a plan, but doesn't know if <br />it is marketable or not, which is what he thinks Landform could bring to the table. <br /> <br />Assistant City Administrator Nelson stated that she doesn't know if determining the sale price of <br />the land would be included in Task 1 and Task 2 as proposed by Landform for the $23,000. She <br />stated that this proposal is just for flushing out the vision piece to kind of step back and look at <br />that to see what is the appropriate land use, for the RTC, in today's market. <br /> <br />Councilmember McGlone stated that, so far, the City has been moving at the speed of <br />government. He stated that Allina wants to be in the ground in the fall, and the VA Hospital <br />may also be coming, so he thinks the City needs to just get going and "pull the trigger". <br /> <br />Mayor Ramsey suggested.a special meeting next week on this topic, if the Council feels it needs <br />more discussion. He stated that he strongly believes the City needs to get going on this as soon <br />as possible. <br /> <br />Councilmember Dehen stated that he is not comfortable with the procedure and wants a <br />competitive bid process. He stated that this item wasn't on tonight's agenda and he didn't get a <br />chance to look over the proposal until it was distributed tonight. He stated that he does not feel <br />there will be any new information for the Council to discuss within the next week. <br /> <br />Councilmember Wise stated that he is less concerned about having a competitive bidding process <br />than he is that he just doesn't understand what the proposal means because he didn't get to see <br />the proposal ahead of time. <br /> <br />City Administrator Ulrich stated that if the Council waited until next week there could be more <br />d€tails flushed out for discussion. He stated that the City could also get, for example, three <br />proposals from known entities that the City has worked with, in a week or two, on what they <br />would bring to the table, but noted that it wouldn't be a full RFP process. <br /> <br />Councilmember Dehen stated that he is not trying to derail this process, if there are enough votes <br />to get it through. <br /> <br />Councilmember Elvig agrees and suggested that the Council vote tonight. <br /> <br />There was a consensus to put this item on tonight's agenda for a vote. <br /> <br />2) Status of Trunk Highway 47 Realignment Study <br /> <br />Public Works Director Olson reviewed the staff report. He noted that Anoka has expressed a <br />desire to stay away from Thurston realignment. He introduced Kate Garwood from Anoka <br />County Highway Department. <br /> <br />Ms. Garwood distributed a draft copy of a plan for State Street. She explained some of the issues <br />that the City of Anoka is having in relation to the Highway 47 realignment.
