<br />confused as to why this is before the Council and they are being expected to act on it tonight <br />without all the information. <br /> <br />Councilmember Look stated that he understands their concerns, but because of the open meeting <br />law, they haven't been able to include everyone in the meetings, and noted that there have been a <br />total of about six meetings. He agrees that Councilmember Jeffrey probably should have been <br />part of these meetings. He stated that he feels it would be prudent to get new ideas from a <br />company other than LSA and this company provides the option of participation in some pilot <br />programs. He stated that he is confident in Landform's capabilities and noted that the City <br />Administrator contacted other cities that they have worked with and they received favorable <br />reViews. <br /> <br />Councilmember Elvig stated that he agrees with the comments relating to the process. He stated <br />that he doe$ not have any ill sentiments against LSA because they have brought a lot of grants to <br />theCity, but he thinks that they may notbe qualified for some ofthe thing~ that Landform is. He <br />stated that he agrees with doing this in a "small bite" of $23,000 and noted that he feels there is a <br />sense of urgency here because the City has purchased the R TC land. He stated that there are <br />some possible projects coming up such as Allina and the V A Hospital, where the City needs to <br />move forward so it can establish, for one, a price for the land. <br /> <br />Councilmember Dehen stated that he disagrees that there is an urgent situation and thinks a <br />bidding or RFP process could be completed in two weeks. <br /> <br />Councilmember Jeffrey stated that if there were no less than six meetings and yesterday's <br />presentation was the culmination of those, he is extremely disappointed in the communication to <br />the Council as a whole as part of this process. He reiterated that he found out about this 5 <br />minutes into the Work Session earlier tonight and that is also when he received the proposal <br />information. <br /> <br />Councilmember Look noted that this is a service contract that doesn't require a bidding process. <br />He stated that Landform was present at the joint planning meeting on the RTC and participated <br />in the discussion that night. He stated that he feels process has been followed. <br /> <br />Councilmember Jeffrey stated that he would like to be brought in earlier in the process than he <br />was in this case. He asked how many people were involved in the six meetings. <br /> <br />Mayor Ramsey stated that it began at the joint Planning/Council meeting and noted that he thinks <br />it has been pretty much casual conversations, which culminated in the presentation yesterday. <br /> <br />Councilmember Dehen stated that if the City is going to follow a process, it should follow that <br />process. He stated that he is an advocate of following a bidding process, even when it is not <br />required because it makes good business sense to have competition. <br /> <br />Councilmember Wise stated that his biggest problem with this case is that he was not informed, <br />similar to Councilmember Jeffrey. He stated that he cannot vote in favor of this, because he <br />doesn't know what he would be voting for. <br /> <br />City Council! July 14,2009 <br />Page 16 of 19 <br />
