<br />Councilmember McGlone stated that, generally speaking, he agrees with Councilmembers <br />Dehen and Jeffrey. He stated that he happened to be in the building yesterday at the right time to <br />be able to sit in on the presentation, which is why he supports approval of this contract. He <br />stated that the City made a big investment in the R TC land and he thinks the City needs to get the <br />ball rolling. He noted that staff has indicated that they do not have the experience necessary to <br />make these decisions. <br /> <br />Councilmember Jeffrey asked who attended the presentation yesterday. <br /> <br />City. Administrator Ulrich noted that it was Mayor Ramsey, Councilmember Elvig, <br />Councilmember McGlone, Public Works Director Olson, Deputy City Administrator Nelson and <br />himself. <br /> <br />Councilmember Elvig stated that he thinks it would take quite a bit of time to put together an <br />RFP for this process. He stated that for this first step, the City is looking for some framework, <br />ideas, and direction for the RTC. He stated that he is trusting staff in recommending this to the <br />Council. He stated that at some point, he feels ,this should have further discussion to determine <br />the next step after this initial framework is established. <br /> <br />Councilmember Dehen stated that the economy is stagnant right now and they are not building. <br />He stated that if the V A Hospital wants to come, it will be because of price, which will be <br />established through an appraisal and not through the information from consultants. <br /> <br />Councilmember Elvig stated that he would agree if he hadn't attended the presentation yesterday. <br /> <br />Councilmember Dehen asked how it was determined who would be invited to the meetings. <br /> <br />Mayor Ramsey stated that he invited the people to the meetings and sent out invitations. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Wise, to postpone this discussion until <br />Tuesday, July 21, 2009 at the Work Session, and also hold a Special Council Meeting <br />immediately following the Work Session. <br /> <br />Further Discussion: Councilmember Jeffrey asked if there would be a presentation to the full <br />Council by Landform. Councilmember Dehen asked if there would be any other competitors <br />invited to make their presentations. Councilmember Look stated that the City can compare the <br />proposals from Landform and the past proposal from LSA. Councilmember Dehen stated that <br />unless there will be competitive proposals and presentations, he isn't interested in wasting his <br />time on this subject. Councilmember Elvig stated that the LSA proposal was reviewed and <br />denied at the time, which the Council could take another look at. Councilmember Dehen <br />repeated his question about whether there will be presentations from one company or from more <br />than one. There was discussion about who to invite to make presentations to the Council. <br />Councilmember McGlone stated that the proposal from Landform gave a fresh approach and <br />included information on funding mechanisms. He stated that he would support inviting Jim <br />Lasher and LSA back, but doesn't think others need to be invited. Mayor Ramsey stated that the <br /> <br />City Council!
