<br />owner and police and fire vehicles are towed at no cost, per the contract. Councilmember Jeffrey <br />stated that this Council has been an advocate of going out for RFPs and he is opposed to this <br />motion for a number of reasons. Councilmember Dehen stated that if this doesn't cost the City <br />anything, why the City wouldn't just give people all the towing company numbers for them to <br />make their own choices. Police Chief Way stated that having the City contract keeps the costs at <br />a reasonable level for people. He stated that it will also guarantee that they will get someone out <br />there right away because of the contract with the City. He noted that the City is not obligated to <br />get an RFP for this type of service contract. Mary Rillo with Northstar Towing stated that she <br />understands wanting to keep business local, but noted that they are all part of Anoka County. <br />She stated that Northstar has been in business for 34 years, 30 of which have been in Anoka <br />County. She stated that they have always been there when needed and have given police priority <br />service, even when they did not havea contract. She stated she feels they are much better staffed <br />than Champlin Towing to cover the needs of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, and Councilmembers Wise, Dehen, Look and <br />McGlone. Voting No: Councilmembers Elvig and Jeffrey. <br /> <br />Councilmember McGlone left the Chambers at 7:54 p.m. <br /> <br />Case #3: <br /> <br />Authorization to Enter into Contract(s) for Abatement Services <br /> <br />Police Chief Way reviewed the staff report. He noted that one of the proposals is from a <br />Councilmember and asked City Attorney Goodrich to review what this means to the City. <br /> <br />City Attorney Goodrich stated that the Council reviewed five proposals on June 30, 2009. He <br />stated that Councilmember McGlone is the owner of Remove-All who presented a proposal for <br />this contract. He reviewed the law relating to this situation since a Councilmember is involved <br />and noted that a bidding process is not required since this is a service contract. <br /> <br />Councilmember Dehen stated that he was not at the Work Session on June 30, 2009 and asked <br />how long the term of this contract would be. <br /> <br />Police Chief Way stated that they are proposing a two-year contract. <br /> <br />Councilmember Dehen stated that, since this is experimental, he would suggest a one-year <br />contract term. He stated that he would like to avoid the appearance of impropriety. He noted <br />that this was a sealed bidding process and he does feel that Remove-All did provide the best bid. <br /> <br />City Attorney Goodrich noted that Councilmember McGlone had left the Council Chambers. He <br />stated that this was not a sealed bidding process, but an RFP process. <br /> <br />Police Chief Way stated that he likes the idea of reviewing the contract after a year, but not <br />going through the whole RFP process again. <br /> <br />City Council / July 14,2009 <br />Page 7 of 19 <br />
