<br />Mayor Ramsey stated that he agrees, especially when projects are narrowly defeated. He stated <br />that he would like to take the stand that if people turn down a project that there will be no future <br />City involvement in funding for the project. <br /> <br />Councilmember Wise stated that he thinks there should be a few years where the City is <br />committed to contributing money, but if it is defeated a second time, then the City can say they <br />are on their own. He suggested a tiered system for this petition process and the City's <br />participation. <br /> <br />Councilmember Jeffrey stated that if the roads keep deteriorating, the City will eventually need <br />to step in and repair them and he feels, at some point, it will need to happen whether residents <br />like it or not. <br /> <br />Councilmember McGlone stated that he doesn't feel this would be fair to people that supported <br />the project in the first place and that they would be penalized by the City taking away funding, <br />even though they supported the project. <br /> <br />Mayor Ramsey noted that our Charter allows for the petition process to stop projects. <br /> <br />Public Works Director Olson reviewed what they have heard from other Councils in the area on <br />what they have done for reconstruction and overlay projects. <br /> <br />There was discussion about the Charter language surrounding this process. <br /> <br />Councilmember McGlone stated that he would like a legal opinion on this situation because he <br />feels that the discussion about removing City funding penalizes people that support the project. <br /> <br />Mayor Ramsey suggested language could say something like, if 65% of the people petition <br />against it and it is defeated, there would not be a penalty in the future, unless it goes beyond the <br />original scope of the project. <br /> <br />Councilmember McGlone stated that he feels this will give additional incentive to the people <br />opposing it. <br /> <br />Mayor Ramsey stated that he would really like to say, if you reject this, then when it really needs <br />to be done, the City will not pay any of the costs. <br /> <br />Councilmember Jeffrey suggested that the Council build a case for the Charter Commission and <br />ask for a change in the Charter, for example, if 75% come in and defeats it, the next time they <br />will pay the whole cost. He stated that he feels this needs something greater than "one plus", as <br />it currently reads. <br /> <br />City Engineer Himmer suggested that the Council should discuss the money the City can kick in, <br />if the project is turned down initially. <br /> <br />City Council Work Session / July 21, 2009 <br />Page 20f 9 <br />
