<br />Mayor Ramsey stated that he feels the language is clear that the City will only contribute what <br />they would have paid for the original project. <br /> <br />City Engineer Himmer stated that the language states "if it requires a greater improvement". He <br />stated that he feels this needs clarification, for example, if it originally needed an overlay and <br />three years later it still needs an overlay, will the City contribute 50% of today' s dollars or 50% <br />of the current project costs. <br /> <br />There was discussion about how the different Councilmembers interpreted the current language <br />and possible recommendations for change to the Charter Commission. <br /> <br />Councilmember Elvig noted that he is fine with residents paying the cost if the project is <br />delayed, but he does not feel that the Council should have any leeway in whether projects happen <br />or not, if staff is recommending that they be completed. <br /> <br />Councilmember Look stated that he supports the City paying 50% of the original costs if"a <br />project is delayed, not 50% of the costs at the time the project is done. <br /> <br />Public Works Director Olson outlined the process for these projects coming before the Council, <br />including the Public Hearing process and the delay in start to allow for the petitioning process. <br /> <br />Councilmember Look stated that, for example, if there are potholes and staff comes back and <br />says that the road needs an overlay and it is defeated, he thinks that anytime staff goes out and <br />repairs the potholes after this, that it be banked towards the project, so the residents are held <br />accountable. <br /> <br />Councilmember Elvig stated that the first step is asking the Charter Commission to change the <br />petition language. <br /> <br />City Administrator Ulrich stated that he feels recommending a 75% threshold to the Charter <br />Commission is a good idea, but noted that there may be some legal issues with spreading the <br />assessments as was being discussed. <br /> <br />Mayor Ramsey noted that he would like the Charter Commission to see the minutes of this <br />meeting so they get a flavor of the conversation and how the Council feels. <br /> <br />Public Works Director Olson noted that they will bring this to the Charter Commission and bring <br />it back to the Council. <br /> <br />Mayor Ramsey asked if there was going to be discussion aboutthe unpaved roads that remain in <br />the City. <br /> <br />Councilmember Elvig stated that he feels this is a sensitive discussion and feels that the City has <br />just as much incentive to pave roads as residents. <br /> <br />City Council Work Session I July 21, 2009 <br />Page 3 of9 <br />
