MAYOR/COUNCIL & STAFF INPUT

1) Federal Grant - Fire Station

City Administrator Ulrich stated that there is an opportunity for a $3.5 million federal
grant for a fire station and Fire Chief Kapler would like to get Council's blessing to apply
for the grant.

Fire Chief Kapler stated there is a limit of $5 million per project. They are focusing on
communities that have a project on the shelf. These are non-matching grant funds and
the project has to be completed within 36 months. BKV put together an estimate in 2006
of about $2.6 million, which includes demolition of the old city hall and police station. If
local communities are putting up funds - they are getting a higher priority. .

Mayor Ramsey asked if the fact that we own the property helps to which Chief Kapler
replied that is a huge help.

Councilmember Elvig stated that we could say we will "throw in" $50,000 on top of the
land - he would really like to see the City get this grant.

Chief Kapler stated he could contact BKV to see what they think the prices would be for
a 9,600 square foot building.

Councilmember McGlone inquired if we have a plan to which Chief Kapler stated we
have a concept.

Councilmember Look suggested sweetening the pot of $50,000 and say we will throw in
a half million to get two million.

Chief Kapler agreed that would be "sending a statement".

Mayor Ramsey stated that geothermal has to be included.

Chief Kapler asked about the demolition to which Mayor Ramsey agreed at least the old
city hall but not the police station.

Mr. Ulrich stated that the demolition should be considered only if we are using that site.

It was suggested that the City should offer $500,000 and ask for $3.5 million. Chief
Kapler should meet with.BKV and get some rough estimates. Councilmember Look felt
that this will be a higWy competitive process - if the project is $2.5 million with the tear
down and we ask for $2 million, that should look good.

City Council Work Session - June 30, 2009
Page 16 of17
