<br />that awarding a contract would be a time saver - the abatements could be taken care of in <br />a more orderly fashion. <br /> <br />Councilmember Jeffrey stated he doesn't see anything that would raise a red flag. <br /> <br />Mayor Ramsey inquired if Councilmember McGlone had spoken to staff about the <br />proposal. <br /> <br />Chief Way stated that Councilmember McGlone turned in the paper work but he did not <br />contact the Chief. Chief Way added that for the last couple of abatements, staff did not <br />hire Councilmember McGlone's company so there could be no perceived conflict of <br />interest. <br /> <br />Councilmember Wise stated that there are some sensitivity issues but in his opinion, he <br />thinks Councilmember McGlone's proposal looks the best; he may.not be the cheapest in <br />a couple of areas, but it looks like he will be able to handle all types of jobs. <br /> <br />Councilmember Elvig felt that abatements can be sensitive and if you are working with <br />only one contractor there will be more sensitivity and professionalism. <br /> <br />Discussion ensued about Councilmember McGlone representing the City as a <br />Councilmember and how he cannot be in that role during the time he is working as a <br />contractor if the contract is awarded to him. Discussion also ensued as to whether or not <br />Councilmember McGlone should abstain from voting on abatement issues. Mayor <br />Ramsey stated that he could see a potential conflict down the road - if we are getting <br />more stringent about enforcement and Councilmember McGlone voted in favor - he <br />would get more work - Mayor Ramsey felt at that point, Councilmember McGlone <br />should abstain. Councilmember Wise felt this could be handled on a case-by-case basis. <br />He reiterated that he feels Councilmember McGlone's proposal is the best and in most <br />areas he is the least expensive. He felt Councilmember McGlone should not be penalized <br />- this is his line of work and he happens to be a Councilmember. Councilmember Elvig <br />agreed that Remove All submitted the best bid. Discussion ensued relating to "who's the <br />boss" on an abatement site and it was noted that the Police Chief would be the "boss" - <br />Mr. McGlone would not be a "Councilmember" at that time. Mayor Ramsey stated that <br />he did get a call from a resident opposed to a Councilmember having a contract with the <br />City - for the record - the resident felt it was inappropriate. Councilmember Elvig stated <br />he could understand that concern but the best proposal is from Remove All. Mayor <br />Ramsey stated that Mr. McGlone did this type of work for the City prior to becoming a <br />Councilmember and there were no complaints about his work. <br /> <br />Chief Way stated he will bring a regular case forward to the Council agenda - not a <br />consent item - that way the public can be heard if they want to be. <br /> <br />Chief Way reviewed the proposals received for the mowing services and discussion <br />ensued relating to how the jobs are done - weed whipping around fences, etc. Chief Way <br />indicated it depends on the situation how manicured we get.
