He added that this will be <br />placed on the next agenda along with the other RFP's for nuisance abatement. <br /> <br />Councilmember McGlone reentered the meeting. <br /> <br />1) Review of Towing Proposals <br /> <br />Police Chief Way stated that the City currently contracts with NorthStar Towing and the <br />contract expires at the end of the month. Staff requested RFP's and received three. He <br />summarized the bids and did a dollar for dollar comparison. <br /> <br />Representatives of NorthStar Towing and Champlin Towing were present and answered <br />some questions of Council re fees and charges. Councilmember Jeffrey inquired if there <br />had been any complaints against NorthStar Towing over the last two years to which Chief <br />Way replied one complaint - glass cleaning. He added that their response time is good. <br /> <br />Mayor Ramsey stated he had requested City Administrator Ulrich to contact the City of <br />Champlin for their opinion on Champlin Towing's services as that is who they contract <br />with. <br /> <br />Mr. Ulrich stated that he spoke with the Police Chief in Champlin and they have had a <br />contract with Champlin Towing for several years and the Chief indicated they do a good <br />job. They went out for bids three years ago and the Champlin Towing bid was selected <br />out of six bids. <br /> <br />Councilmember Jeffrey inquired if the City of Champlin made their decision based on <br />their history with Champlin Towing - or simply price. It has been stated that there has <br />been only one complaint against NorthStar Towing over a two-year period and that's <br />pretty admirable. If the bids are comparable, he stated he is not comfortable with leaving <br />NorthStar. We have two bids close in dollar values and we have a good relationship with <br />NorthStar. He inquired of Mr. Ulrich if he had conversation with the City of Champlin <br />regarding whether or not the bid was based on their relationship with Champlin Towing. <br /> <br />Councilmember Look arrived - 6:15 p.m. <br /> <br />City Administrator Ulrich stated that the City of Champlin stated that Champlin towing <br />had the lowest bid overall and they did satisfactory work - with no extraordinary <br />customer complaints. <br /> <br />Councilmember Wise agreed with Councilmember Jeffrey that it would be tough to end a <br />relationship with NorthStar Towing when it's been a good relationship, however, he <br />expressed that he is a believer in taking every opportunity possible to keep money in our <br />own City. <br /> <br />Discussion ensued relating to billing practices of the companies.
