Councilmember Look thought maybe that could be used via Blackberries as well.

City Administrator Ulrich questioned if an email or text message would be preferred for alerts.

There was a consensus to use email alerts.

Councilmember Jeffrey liked the idea of a blog that could be accessed from a Blackberry, rather
than utilizing the FTP site. He liked the idea of a blind copy where Councilmembers would not
be able to respond to all. He also discussed other ideas for the FTP site.

MAYOR, COUNCIL AND STAFF INPUT

Councilmember Dehen stated that he and Councilmember Elvig had met with two residents from
North Fork who possess 400 acres of land, with a substantial amount of that located in Ramsey.
He stated.that the purpose of the meeting was exploratory, and through their attorney, expressed
interest in getting involved in the V A clinic process. He advised that the residents were
considering aligning with some businessmen in the community to designate a,point person and
form a coalition to identify a potential site for the V A clinic. He stated that the request would
not be for money but for the help of a staff person to facilitate a coalition, should they become
more organized, for identifying land and the RFP process.

Councilmember Elvig stated there is another group working on the project and it would be a
good idea to bring the two groups together.

Councilmember Dehen stated that the attorney needed to get authorization from his clients to
move ahead. He explained that it was their interest in the ability of staff to facilitate a coalition,
if one is formed, and provide help. He explained that this was very rudimentary, not official in
any way, and just another player expressing interest in the process.

City Administrator Ulrich confirmed that it could. be part of the discussion with the property
owners of Town Center. He stated that with Council authorization, he could get the contact
information from Councilmember Dehen and speak further with those parties.

Councilmember Dehen thought that it would be the best option to put one RFP forward, rather
than three within the same area.

Councilmember McGlone questioned why the property owner would want to work with the City
if they owned 400 acres. He thought that it might add too many people into the mix.

Mayor Ramsey suggested this item be brought forward in the future.

ADJOURNMENT

The Work Session of the City Council was adjourned at 9:15 p.m.

City Council Work Session / July 28,2009
Page 8 of9
