<br />Councilmember Elvig suggested trying to gain snowmobile access, which would take people <br />through the community. He thought it would also be great to have large fire pit areas in the <br />Town Center, with a track coming in and out for snowmobilers. <br /> <br />Mayor Ramsey agreed and thought that staff should review the option to move snowmobile <br />traffic through the City, and to and from Town Center. He advised that it would need to be done <br />by October in order to make it onto the snowmobile trail maps. <br /> <br />Police Chief Way stated that Armstrong Boulevard would be the only option for that type of <br />activity, but he was concerned with how people would get to the trail. He thought that there <br />were east to west trail opportunities within the City but did not think that it would be possible to <br />get this process completed this year, as it would involve obtaining easements and other issues. <br /> <br />Mayor Ramsey did not think that the City would purchase a trail easement and suggested instead <br />to use existing rights-of-way. <br /> <br />Police Chief Way suggested holding another meeting to get further direction and then staff can <br />prepare a recommendation for the Council. <br /> <br />Councilmember Elvig suggested placing the trail in back yards, rather than front yards, and <br />thought easements could be done in that nature. He suggested having the snowmobile club help, <br />as they had previously offered their support the City. <br /> <br />Councilmember McGlone was concerned with people attempting to ride the existing paved trails. <br />He stated that when he first purchased his property he had an issue with people riding <br />snowmobiles on his property, and did not think the use of backyards would be a good idea. <br /> <br />Councilmember Wise stated that anywhere people choose to ride would create a path, and he did <br />not think that people would be building motocross tracks in their yard. <br /> <br />Mayor Ramsey was in favor of opening A TV use as much as possible, and was also okay with <br />the use of red flags, as had been done in another community. <br /> <br />Councilmember Look was unsure that street use of A TV s was the best option but that it would <br />be nice to have a loop around the City for that type of use. He thought there would be opposition <br />from residents if riding were allowed in parks or wetlands. <br /> <br />Councilmember Elvig also liked the idea of a trail around the City. <br /> <br />3) Electronic Communications <br /> <br />City Administrator Ulrich reviewed the staff report. <br /> <br />Mayor Ramsey questioned if the FTP site could be utilized for that type of communication. <br /> <br />City Administrator Ulrich advised that it would be a possibility. <br /> <br />City Council Work Session I July 28, 2009 <br />Page 7 of9 <br />
