<br />Councilmember Dehen was in favor of allowing ATVs on roads within the City, with the <br />exception of County roads. He thought that the majority of people who would be riding <br />repetitively up and down a road would be those between the ages of 16 and 18. <br /> <br />Police Chief Way did not think that a driver's license was a requirement to drive an ATV per <br />State Statute. <br /> <br />Councilmember Wise believed that at age 12, or 14, you could take a safety course to be licensed <br />to drive an ATV. <br /> <br />Councilmember McGlone thought that if a park were created there may be issues with noise and <br />complaints from the homes near that area. He thought that if State Statute allows for driving on <br />the road the City should allow that, with the stipulation that you must be a licensed driver in <br />order to do so. . <br /> <br />Councilmember Look thought that the issue was whether the activity should be allowed on <br />personal property, or on the road. He was not in favor of allowing use on the road, but was in <br />favor of operating an ATV on your own property, ifthere is sufficient space. He thought that a <br />"large can of worms" would be opened by allowing A TV s on the road. <br /> <br />Police Chief Way confirmed that the Council would like ATVs allowed on a resident's own <br />private property. He questioned if the Council would like to continue to group the two vehicles <br />together or split them apart to have separate regulations for each. <br /> <br />Councilmember Look thought that the ability to plow with a four-wheeler would also need to be <br />addressed. He thought that an established track should not be allowed, with jumps and things of <br />that nature, but recognized that a worn path might occur. <br /> <br />Councilmember McGlone questioned if the resident would be plowing the neighbor with their <br />four-w4eeler, as that would require the use the road. He advocated for allowing A TV s to be <br />driven on the road. <br /> <br />Councilmember Dehen suggested looking into what other cities are doing in this regard. <br /> <br />Police Chief Way stated that most neighboring cities do not allow the use of A TV s or <br />snowmobiles. <br /> <br />Councilmember Dehen suggested using a minimum acre amount, and suggested looking further <br />at neighboring cities that are similar in development to Ramsey. <br /> <br />Police Chief Way advised that the City of Elk River has snowmobile trails along County roads <br />and Highway 169, but they also have a circular area in the middle of Elk River where ATV and <br />snowmobile use is not allowed. <br /> <br />City Council Work Session / July 28, 2009 <br />.
