<br />City Administrator Ulrich suggested continuing the work session meeting after the regular <br />Council meeting. <br /> <br />Mayor Ramsey recessed the meeting at 6:55 p.m. <br /> <br />Mayor Ramey reconvened the meeting at 8:35 p.m. in the Council Chambers. <br /> <br />Police Chief Way confirmed there was consensus to make changes to the existing ordinance. He <br />stated that in regard to repetitive use; he would need to know how the Council defines repetitive. <br />Police Chief Way stated it currently is defined as a trail or track being made in the yard and <br />commented on the need for clarity for both residents and enforcement. <br /> <br />Councilmember Dehen questioned when driving by an establishment becomes crUismg m <br />Anoka. <br /> <br />Police Chief Way believed it to be t!:rree times by a checkpoint but he was unsure of the <br />timeframe. <br /> <br />Councilmember Dehen questioned if there was merit to limiting the use to a particular cc size, <br />noting some A TV s are small and almost battery operated. <br /> <br />Police Chief Way did not think that the City would like to encourage small children using A TV s <br />on the street. <br /> <br />Councilmember Look stated that they do make some smaller cc models that are quiet. He <br />advised that he has two acres in Ward 4, his kids ride around their yard, and it has never <br />generated a complaint; however, that activity would be illegal. He thought there was a <br />difference between the use of small models and someone using their 250cc dirt bike in their yard. <br /> <br />Mayor Ramsey noted the State Statute allows for A TV s to be used on the road if they meet the <br />requirements. He thought the challenge would be to create an environment where people could <br />use their A TV to go somewhere, rather than back and forth on the road. He suggested using a <br />City park for A TV use, which would give people a destination. He recognized that a speed limit <br />would need to be determined, as 55 mph along Sunfish Boulevard would not be safe. <br /> <br />Police Chief Way noted that a destination of that nature would require the use of County roads, <br />so other restrictions would come into play regarding protecting pheasant hatch. He stated that as <br />long as you were not riding on a County road, or the ditch of a County road, during those time <br />periods it would not be a problem to have a destination A TV park. <br /> <br />Councilmember Wise stated that the AMA fights this type of issue on a national level and no <br />matter what is done, there will be noise complaints.
