Jankowski:

The Metropolitan Council (Council) received Part 2 of the City of Ramsey Wellhead Protection (WHP) Plan on
June 5. Council staff have 60 days. to review this plan, along with Part 1 of the plan, as an amendment to the
public facilities section of the local comprehensive plan, under the provisions of Minnesota Statute ~473.859,
Subd.3 (4) (vii). This WHP Plan provides a good overview of the supply source and measures to protect it. The
following are some brief comments on Part 2.

The vulnerability assessment conducted for Part I of the Wellhead Protection Plan found that, because-of the
physical setting, the drinking water supply management area (DWSMA) was determined to have moderate
vulnerability in the West DWSMA and low vulnerability in the East DwsMA to contamination from the
activities at the land surface. This. determination allows the city to focus protection efforts on activities that
penetrate the land surface. However, the city should remain cognizant of activities at the land surface in the
DWSMAs as contaminants could [md existing or undiscovered pathways to the units that supply water to the
wells.

In chapter 6, the city outlines its evaluation program for determining the city's progress toward implementing its
wellhead protection plan, which includes publishing an annual wellhead protection progress report. Council
staff request the city provide the Council with a copy of each of the progress reports.

This letter completes the. Council's review process. On behalf of the Council, 1 thank you for your effort in
preparing this plan. Once revisions are complete, please send us a copy of the f"malizedWHPPlan.
