<br />CASE # ~ <br /> <br />ACCEPT PLANS AND SPECIFICATIONS FOR CITY PROJECT #08-32, ANDRIE STREET & <br />164TH LANE STREET IMPROVEMENTS, AND AUTHORIZE FOR BID, AND ACCEPT <br />RESIDENT PETITION AGAINST INCLUSION OF SIDEWALK IN THE PROJECT SCOPE <br />By: Steven J. Jankowski, Assistant City Engineer <br /> <br />Background: <br /> <br />This project was originally included in the 2008 Street Maintenance Program as an overlay project. At <br />the March 18, 2008 Public Works Committee meeting some residents expressed concern with the <br />drainage and roadway conditions and questioned whether an overlay would solve these problems. On <br />April 15, 2008 this item was brought back to the Public Works Committee with a revised scope of <br />project to include a mill and overlay, concrete curb and gutter, a bituminous trail, and storm sewer <br />improvements. <br /> <br />Throughout numerous conversations and public meetings a Feasibility Report was ordered by the City <br />Council on June 10, 2008, and a public hearing was held on January 13, 2009. Following the required <br />process and timeline for project initiation, the project was ordered by the City Council on February 24, <br />2009. Per the Feasibility Study and Council direction this project is proposed to be reconstructed to <br />MSA standards, including a 9 ton design and 32 foot width; which would allow for parking on one side <br />(a formal resolution is required for this parking restriction and attached to this case for <br />consideration). A 5' concrete sidewalk is proposed (as a bid alternate) along the north and east right-of- <br />way line, and storm sewer improvements are included to improve surface drainage throughout the <br />corridor. <br /> <br />On Thursday July 23 the attached petition was received by City staff which was signed by 57 residents <br />fronting on Audrie Street and 164 t Lane stating that they are not in favor of the inclusion of a sidewalk <br />with the street reconstruction project. Staff has reviewed the signatures and found that all but one <br />represents the owner of the stated residence; with the lone non-owner residing at 9495 164th Lane. It <br />may be noted that while all the properties on the included map are adjacent to either Andrie Street or <br />164 th Lane nine of these properties have their address and house frontage on another street, and <br />according to City policy are not being assessed for this project. Of these nine properties seven have <br />signed the petition as being opposed to the sidewalk while the remaining two have been reported as <br />being neutral on the issue. The letter accompanying this petition requests an opportunity to discuss this <br />issue with Council. You may recall that the City also conducted a mail survey in January to all of the <br />residents proposed to be assessed for the Audrie Street/164th lane project. These results, which are <br />attached, were presented to the Council on February 24,2009 at the time the project was ordered. <br /> <br />The proposed construction schedule is as follows: <br /> <br />Authorization to bid August 11, 2009 <br />Open Bids and award contract September 8, 2009 <br />Begin construction September 21, 2009 <br /> <br />Thisproject will take approximately 6 - 8 weeks to complete, which would put us into the month of <br />November. Due to cold temperatures at this time of year it may be difficult to complete final restoration <br />and the concrete sidewalk work prior to the end of the year, and project completion could slip into the <br />
