<br />Board Member Olds stated that if Staff doesn't have a detail of what has been done or yet <br />to be done, it is difficult to say what the associated costs will be. <br /> <br />Chairperson McDilda made a recommendation that Staff bring Mr. Ron Peterson before <br />the City Council to justify his request. <br /> <br />Members oftheEPB concurred with Chairperson McDilda's recommendation~ <br /> <br />Board Member Bentz suggested that Staff point out to the City Council that they got <br />ahead of themselves. <br /> <br />Board Member Olds asked why the City should have to pay more if they did more work <br />than they said they were going to do. <br /> <br />Board Member Max explained that Westwood Professional Services either put out more <br />crew than expected, or there were interns and an unprofessional crew. <br /> <br />Environmental Specialist Bacon explained that the business was sold so perhaps the <br />internal controls were not in place. <br /> <br />Chairperson McDilda explained that Mr. Ron Peterson stayed in control at all times of <br />the consulting. He stated the City should have been notified even if it was not part of the <br />contract to do so. He stated that was why the EPB came up with the estimate of an <br />additional $10,000 budget as being reasonable. He stated that this has gone so far beyond <br />the estimations of the EPB with no way to explain it reasonably. <br /> <br />Board Member Max concurred that last month, the EPB felt there was no way it would <br />cost in excess of$10,000. <br /> <br />Board Member Sibilski stated that Westwood Professional Services should have come <br />back to the City with an increased budget request before they even started ground- <br />truthing. <br /> <br />Chairperson McDilda stated that Westwood Professional Services has something the City <br />wants and they won't provide it until they get paid. He stated that there is still need for <br />negotiation to be presented before the City Council. He stated that either the City <br />Council will not approve their request, or will approve it so they get what they want. <br /> <br />Board Member Max disagreed that the consulting firm needed a good reputation. He <br />stated that was a negotiable point. <br /> <br />Coordinator Anderson stated that some of the concerns should first be pointed out to Mr. <br />Ron Peterson. Coordinator Anderson suggested the EPB wait until Westwood <br />Professional Services comes back with their proposal. <br /> <br />Board Member Freeburg asked how much has been withheld. <br /> <br />Environmental Policy Board / September 11, 2006 <br />Page 4 of 13 <br />
