<br />Coordinator Anderson stated conversations have taken place over the past couple of <br />weeks. He stated those conversations have not been person-to-person, but bye-mail and <br />telephone messages. He stated that he didn't feel that Westwood Professional Services <br />has been dodging the City but they have had difficulty making personal contact. <br /> <br />Coordinator Anderson stated that Staff has asked for a complete breakdown of dollars <br />spent and a revised supplemental budget. He stated that was expected last Friday but <br />Staff has not received it yet. He stated that Staff has not brought the last EPB <br />recommendation forward to the City Council for that reason. <br /> <br />Board Member aIds stated he didn't recall any contingencies in the original proposal <br />from Westwood Professional Services that would allow this to take place. <br /> <br />Coordinator Anderson stated the proposal did state that costs would be adjusted <br />accordingly based on how many wetlands actually came back as Preserve or Manage 1. <br /> <br />Board Member Sibilski asked for clarification on the number of wetlands in the original <br />proposal. <br /> <br />Coordinator Anderson stated the proposal was based on 60 wetlands. <br /> <br />Board Member aIds asked how many wetlands ended up coming back in the study. <br /> <br />Coordinator Anderson stated that 136 wetlands were included in the study, and <br />Westwood Professional Services has completed ground-truthing on all but 10 of those <br />wetlands. <br /> <br />Board Member aIds asked how they ended up with 136 wetlands if there was an <br />assumption of 60 wetlands initially. <br /> <br />Coordinator Anderson stated that the assumption was based on studies that have been <br />completed in other communities. He stated that approximately 20% of wetlands they had <br />previously looked at in other communities were coming back as Preserve or Manage 1. <br />He stated they looked at the City of Ramsey's approximately 330 wetlands, and <br />determined that 20% of those wetlands would be included in the study. <br /> <br />Board Member Bentz noted his surprise that their project leader didn't have a better grip <br />on the escalation of cost. <br /> <br />Chairperson McDilda stated that the company changed management and there were other <br />complexities. <br /> <br />Board Member Max stated that Westwood Professional Services has almost completed <br />the Wetland Study but the City won't see a report until it is completed.
