Board Member Max stated the EPB has previously discussed having a form of arboreta to
provide ideas for species to choose from somewhere near the school.

Chairperson McDilda suggested that Coordinator Anderson research what other cities do
to see what is available.

Board Member Max asked Coordinator Anderson if he could be of assistance III
researching the subject of Tree Banks, and present his findings to Staff.

Coordinator Anderson stated he would appreciate the offer.

Board Member Max suggested placing the Tree Bank concept as a follow-up agenda item
for the next EPB meeting.

Case #4:

Natural Resources Inventory Discussion

Coordinator Anderson stated that the City has taken steps to emphasize the importance of
the environment with the Wetland Buffer ordinance and Tree Preservation ordinance. He
stated that the goal is to bring this all together so when a proposed development comes in,
the City would have an idea of what's in the area to begin with. He stated that the comprehensive plan
will soon be updated. He stated that having something like this in place for the new
comprehensive plan update would be very useful.

Board Member Olds stated that the wetland inventory and the natural resources inventory
are two separate documents but there can't be one without the other. He stated that the
natural resources inventory contains the wetland inventory.

Chairperson McDilda concurred that right now a piecemeal approach is being taken. He
stated that this was talked about at the initiation of the EPB.

Coordinator Anderson suggested the need for discussion about necessary outcomes to
determine the scope of a natural resources inventory, desired goals of a natural resources
inventory, who to involve in the process, and funding for a natural resources inventory.
He stated that a natural resources inventory may equip the City with knowledge about

Environmental Policy Board / September 11, 2006
Page 8 of 13
