Thus allowing <br />some forethought as to what may merit preservation and/or provide for some reasonable <br />give and take with a developer. <br /> <br />Coordinator Anderson stated that he would like to carry this discussion over to the next <br />EPB meeting so Council Liaison Strommen can be present for discussion. <br /> <br />Board Member Max asked how Coordinator Anderson was proposing to conduct the <br />assessments. He asked if it would involve Staff or be contracted out. <br /> <br />Coordinator Anderson stated that it would most likely be contracted out. He stated that <br />he could foresee doing a request for bids or RFP. <br /> <br />Board Member Freeburg asked if other cities have done this. <br /> <br />Coordinator Anderson stated that other cities have taken this step. He stated that as part <br />of Peterson Environmental's original proposal, they had provided a copy of a natural <br />resources inventory that was prepared for the City of Blaine. <br /> <br />Board Member Bentz reminded the EPB members that he had previous questions about <br />the columns regarding endangered species in the original study that was prepared by <br />Peterson Environmental. <br /> <br />Environmental Specialist Bacon noted the study made reference to the importance of <br />plants only because plant life supports all kinds of habitat. He stated that plant life was <br />assumed to be the proxy indicator for value. He stated that every time an environmental <br />study is done, it's essentially an exercise in proxy assumptions or statistics. <br /> <br />Board Member Bentz noted his concern that to do a complete inventory might require <br />doing a wetland study again in order to research a different type of habitat. <br /> <br />Coordinator Anderson stated the data that has been collected could be incorporated into <br />the natural resources inventory. <br /> <br />Board Member Max stated that it would be much more challenging to study animal life <br />than it would be to study vegetation. <br /> <br />Board Member Sibilski noted that Blaine's Natural Resource Inventory indicates mostly <br />plant life. <br /> <br />Coordinator Anderson stated that the Blaine Natural Resource Inventory was not an <br />endorsement of Peterson Environmental or Westwood Professional Services, but by <br />coincidence he had a copy of it. He stated that Peterson Environmental brought forward <br />some possibilities for the City to look at. One possibility resembles a wetland inventory; <br />another was a natural resources inventory; and another, a comprehensive water <br />management plan.
