months. He stated that if the decision from the Council was to move in that direction, he could
investigate the option but they would be limited by the availability of the crew. He stated that in
the past the City had an incredible experience with the group but advised that the group would
need constant supervision and the crew would not be able to work in different areas of the City.
He thought that the cost for the remainder of the year would be about $9,000. Councilmember
Dehen questioned how many workers were on a crew per day. Public Works Director Olson
advised that there would be six to eight workers on a crew, plus one supervisor. City
Administrator Ulrich suggested broadening the motion to allow staff the ability to hire a seasonal
worker not to exceed $10,000, and staff could then work to meet the needs to the best of ability.

Original Motion withdrawn.

Motion amended by Councilmember Jeffrey, seconded by Mayor Ramsey, to adopt Resolution
#09-07-162 regarding Parks Maintenance Worker and to allow staff the ability to hire a seasonal
worker and/or the Institution Community Work Crew Program not to exceed $10,000, and staff
could then work to meet the needs to the best of ability.

Further Discussion: Mayor Ramsey questioned why the City did not use the $10,000 to
determine what could be gained by using the companies that had previously assisted with grass
mowing and abatement issues. He suggested bidding out services to determine what could be
gained with the $10,000. Public Works Director Olson stated that he would like to contract out
for three primary operations: litter control in the parks, playground inspection, and the cleaning
of restroom facilities. He advised that it is an easily definable contract. Mayor Ramsey
suggested putting together a list of items and determining the bid that could be obtained through
the three companies. Public Works Director Olson commented that there are advantages and
disadvantages to using the Department of Corrections, such as rainy days, which would not be
paid for a seasonal worker, but would need to be paid to the Department of Corrections.
Councilmember Dehen commented. that something could be found for the workers to do on a
rainy day rather than sending them home with pay. He believed that litter could be picked up
during the rain as well.

Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffrey, Elvig, Dehen, Look,
McGlone, and Wise.
